Այսօր խորհրդարանում 2016 թվականի բյուջեի կատարողականի ժամանակ «Ծառուկյան» խմբակցության պատգամավոր Նաիրա Զոհրաբյանը ԿԳ նախարարին ասաց, որ ավագ դպրոցները ոչ թե բարեփոխումների, այլեւ հեղափոխական փոփոխությունների կարիք ունեն:

«Այդ դպրոցները պիտի չլինեն, դրանք պիտի վերափոխենք, որտովհետեւ դրանք ծառայում են դպրոցի տնօրեններին: Ծնողները տարվա կտրվածքով նրանց փող են տալիս, որպեսզի երեխան դպրոց չհաճախի ու գիտելիքի բացը, որը ավագ դպրոցում չի ստանում, լրացնի կրկնուսույցի օգնությամբ», - ասաց պատգամավորը:

Ն. Զոհրաբյանը խոսեց նաեւ գիտական համակարգի վերաբերյալ՝ պնդելով, որ համակարգը «դեդավշինա» է սկսվել. «Մարդը, 50 տեղ աշխատելով, խախտում է օրենքը՝ անցնելով 65 տարեկանի սահմանը, երբ սահմանված է, որ պետք է թոշակի լիներ: Նայեք, մեր բուհերում 70-85 տարեկան մարդիկ են, ովքեր, ըստ օրենքի, իրավունք չունեն զբաղվել գործունեությամբ, բայց 10 տեղ աշխատում են: Մարդը պիտի հասկանա, որ «դեդավշինա» չի, մարդը ազատ ոճի պրոֆեսոր չի, որ երբ ուզի գնա, երբ ուզի գա», - շարունակեց պատգամավորը՝ հավելելով, որ այն ռեկտորները, ովքեր հաճո են իշխանություններին, մնում են իրենց պաշտոններում, իսկ ովքեր ոչ, թոշակի են ուղարկվում:

Մտահոգություններին ի պատասխան՝ նախարարը նշեց, որ հանրապետությունում 103 ավագ դպրոց կա եւ խնդիրները բազմաթիվ են՝ սկսած շենքային պայմաններից մինչեւ հոսքային ուսուցման կազմակերպում: «Ինչ վերաբերում է բուհերին, Լեւոն Մկրտչյանն ընդգծեց, որ ինքը երեք շրջաբերական է ուղարկել բուհերի ռեկտորներին տեղեկանալու համար, թե ինչ զբաղվածություն ունեն ամբիոնի վարիչները: Շրջաբերականով երկու բան եմ խնդրել ու պահանջել ռեկտորներից: Առաջինը, որ ամբիոնի վարիչի աշխատանքը դիտարկեն ոչ միայն գիտական, այլեւ վարչական աշխատանք: Եթե մարդը լիարժեք ծանրաբեռնված է աշխատանքով, ինքը ձեռքի հետ ամբիոնի վարիչ չպիտի աշխատի, որովհետեւ ամբիոնի վարիչը մեր համալսարանական համակարգի անկյունաքարային դերերից է: Եթե մարդն արդեն 8-ժամյա զբաղվածություն ունի, կարող է դասախոսել, բայց ամբիոնի վարիչ չի կարող լինեն: Երկրորդը՝ խնդիրը պրոռեկտորների շքերթը կրճատելն է: 4000 ուսանող ունեցող բուհը չպետք է 5 պրոռեկտոր ունենա», - ասաց նախարարը:
