Հայաստանի սահմանադրական փոփոխությունները, տասը տարվա պարբերականությամբ, առավելապես ուղղված են եղել լրացումներին և ուղղումներին:

Այս մասին հուլիսի 5-ին լրագրողների հետ հանդիպման ժամանակ ասաց սահմանադրական իրավունքի մասնագետ Վարդան Այվազյանը: Նրա խոսքով՝ եթե սահմանադրության մեջ լրացումներ են կատարվում, ապա այդ պարագայում ինչ-որ թերություններ, որոշակի խնդիրներ, բացթողումներ կան, որոնք առանց սահմանադրական հիմքին ձեռք տալու շտկվում են, իսկ ուղղումների պարագայում ստացվում է, որ պետականության և հասարակության մոդելը ճիշտ չի եղել և հարկավոր է ուղղել՝ փորձելով ճիշտը սահմանել:

«Սահմանադրությունը, որպես պետության հիմնական օրենք, ամրագրում է այն բոլոր իրավական հիմքերը, որոնք անհրաժեշտ են, որպեսզի պետությունը վերածվի պետականության: Եթե պետությունը որակական չափանիշներին բավարարում է, մենք ունենում ենք պետականություն:

Սահմանադրությունը տասը տարիների ընթացքում էվոլյուցիոն փոփոխությունների է արժանացել դեպի ժողովրդավարություն, բայց, ցավոք, մենք մոռանում ենք սահմանադրության որակական հատկանիշները բարձրացնելուն զուգահեռ բարձրացնել նաև մեր սեփական որակը: Վերջինս վերաբերում ինչպես իշխանությանը, այնպես էլ հասարակությանը: Դրա բարձրացումը կարող է լինել զարգացման գրավականը, որպեսզի փոփոխված սահմանադրությունը կարողանա կյանքի կոչվել»,- ասաց Այվազյանը:

Նրա խոսքով՝ Հայաստանի կառավարման համակարգում կիսանախագահականից խորհրդարանականին անցումը պետք է դիտարկել, որպես լրացում, քանի որ կառավարման համակարգի փոփոխությունը չի նշանակում պետության մոդելի փոփոխություն: Այվազյանը նշեց, որ կառավարման համակարգի փոփոխությունը տեխնիկական բնույթի է, այսինքն՝  պետական իշխանության կառուցակարգերը փոխվում են այլ հունով, բայց այստեղից պետության՝ սոցիալական, ժողովրդավարական բնույթը չի փոխվում:
