Այսօր ԱԺ-ում փոխնախագահ, ՀՀԿ խոսնակ Էդուարդ Շարմազանովը 2016 թվականի բյուջեի կատարման հաշվետվության քննարկման ժամանակ հանդես եկավ արտահերթ ելույթով: Նա նշեց, որ, որպեսզի հնարավոր լինի ամբողջական գնահատական հնչեցնել 2016 թվականի պետական բյուջեի կատարողականի վերաբերյալ, պիտի կարողանալ իրականացնել օբյեկտիվ վերլուծություն:
 
«Ես ուզում եմ հարց հնչեցնել ու ինքս էլ պատասխանել՝ 2016 թվականը բարենպա՞ստ տարի էր, թե՞ ոչ աշխարհի ու մեր տարածաշրջանի համար, պատասխանը մեկն է՝ բարենպաստ չէր: Ես հասկանում եմ, որ 0.2 % տնտեսական աճից ավելի շատ են եղել ցանկությունները, բայց պիտի հասկանալ, թե ինչ օբյեկտիվ պատճառներ են եղել նման թվով տնտեսական աճի համար: Նշեմ, որ ԵԱՏՄ անդամները, Եվրամիության երկրներն էլ են քիչ աճ ապահովել: Պակասուրդ ենք ունեցել, բայց, այս ամենով հանդերձ, կարողացել ենք պահպանել մակրոտնտեսական կայունությունը: Մեր տնտեսությունը ցնցումների մեջ չի ընկել, հակառակ դեպքում` դրան գումարած պատերազմը, հուլիսյան ահաբեկչական դեպքերը, դուք պատկերացնո՞ւմ եք՝ ինչ կլիներ: Մեր ընդդիմադիրներն ասում են, թե ինչ լինում է, դրսի վրա եք գցում, բայց այսքան մարտահրավերներով լի՝ գումարած ապրիլյան պատերազմը, լուրջ հարված էր մեր քաղաքական ու տնտեսական համակարգին: Ապրիլին եւս ընկավ զբոսաշրջությունը, այսօր ավելացել է զբոսաշրջության թիվը նրա հաշվին, որ քաղաքական կայունություն կա»,- ընդգծեց Շարմազանովը:
 
Պակասուրդի վերաբերյալ հավելեց նաեւ, որ նույնիսկ Վրաստանի նման երկիրը 10 տոկոս դեֆիցիտը փակել է պարտքերի հաշվին: «Մեզ էլ է մտահոգում արտաքին պարտքը: Այստեղ կարեւորն այն է, որ դրա կառավարումը պիտի ահավոր արդյունավետ իրականացնենք: Մեկ անգամ չէ, որ վարչապետը, ֆինանսների նախարարը, քաղաքական մեծամասնության ներկայացուցիչները դրա մասին խոսել են: 2017 թվականը լինելու է կայունության տարի, բայց 2016-ը եղել է մարտահրավերների տարի: 0.2 տոկոսը կատաստրոֆիկ թիվ չէ: Ես կոչ չեմ անում կանգ չառնել այս թվի վրա, մենք պիտի ավելի քրտնաջան աշխատենք»,- ասաց Էդուարդ Շարմազանովը:
