Հայաստանի Հանրապետության քաղաքացիների վարորդական վկայականները ճանաչելի են Վրաստանում: Հարևան երկրում հայկական վարորդական իրավունքներով երթևեկող վարորդների տուգանքները վերաբերում են Վրաստանի քաղաքացիներին: Վրացական լրատվական կայքերում տեղ գտած այն տեղեկությունների վերաբերյալ, ըստ որոնց՝ Վրաստանի Նինոծմինդա շրջանում ճանապարհային ոստիկանությունը տուգանքներ է կիրառում հայկական վարորդական իրավունքներ ունեցող վարորդների նկատմամբ, 

ՀՀ ոստիկանության հասարակայնության հետ կապերի և լրատվության վարչությունից տեղեկացրեցին, որ Հայաստանի քաղաքացիների վարորդական վկայականները ճանաչելի են բոլոր երկրներում և դրանց վրա տուգանքներ չեն կիրառվում: Տուգանքներ կիրառվում են Վրաստանի քաղաքացիների նկատմամբ, ովքեր ունեն հայկական վարորդական վկայականներ: 

Շիրակ Թորոսյանի խոսքով` Վրաստանը սահմանել է կարգ, ըստ որի՝ որոշակի ժամանակահատվածում Վրաստանի քաղաքացի համարվող անձինք, ովքեր հայկական վարորդական իրավունքներ ունեն, պետք է դիմեն համապատասխան մարմիններին` ստանալու վրացական վարորդական իրավունքներ: Նա տեղեկացրեց, որ Վրաստանում տուգանքներ են կիրառվել հենց այդ մարդկանց նկատմամբ, ովքեր սահմանված ժամանակահատվածում չեն դիմել վրացական վարորդական իրավունքներ ստանալու համար:

«Տուգանելու գործընթացը կարճ է տևել, քանի որ Վրաստանի խորհրդարանի պատգամավոր Սամվել Մանուկյանը միջնորդել է և տուգանումներն անմիջապես դադարեցվել են, իսկ արված տուգանքները չեղյալ են հայտարարվել: Այս պահին տուգանքներ չեն կիրառվում, սակայն դժվարանում եմ ասել, արդյոք ուժի մեջ է այն պայմանը, որ որոշակի ժամանակահատվածում դիմեն և փոխեն հայկական վարորդական իրավունքները վրացականով, թե ոչ: Հավանաբար, նման մարդիկ շատ են, որ համապատասխան մարմինների ուշադրությունն են գրավել և Վրաստանի ներքին գործերի նախարարությունն այդ իմաստով էր ցանկանում, որ այն կիրառվի: Յուրաքանչյուր պետություն ցանկանում է, որ քաղաքացիներն իրենց երկրի վարորդական իրավունքներ ունենան»,- ասաց Թորոսյանը:

Նրանք կարող են ավելի խիստ գտնվել, սակայն ներկայումս տուգանքները չեղյալ են հայտարարվել: Պատգամավորի կարծիքով` պահանջը կարող է լինել բոլոր օտար վարորդական իրավունքներով վարորդների մասով: Ըստ Թորոսյանի` քանի որ խնդիրը հայկականի մասով էր բարձրացվել, ինքը հետաքրքրվել էր միայն այդ դրա շուրջ:

Նինոծմինդայում հուլիսի 5-ին մոտ քսան վարորդ տուգանվել էր Ներքին գործերի նախարարության աշխատակիցների կողմից 500 լարիով: Տուգանվել էին այն վարորդները, ովքեր Վրաստանի քաղաքացիներ են, սակայն ունեն Հայաստանի Հանրապետության կողմից տրված վարորդական իրավունքներ:
