Երեկ հայտնի դարձավ, որ Հայաստանը կարող է զենքի նոր խմբաքանակ գնելու համար կրկին վարկ վերցնել Ռուսաստանից: Սա այն դեպքում, երբ նախորդ վարկով նախատեսված զենքը դեռևս ամբողջությամբ տեղ չի հասել, իսկ վարկն էլ չի մարվել: Սրան զուգահեռ տեղեկություն հայտնվեց, որ նախատեսվում է տարեց տարի ավելացնել զինված ուժերի բյուջեն:

Ադրբեջանի կողմից սահամանգծում իրականացվող պարբերական գործողութունները բանակցությունները փակուղի են մտցրել: Եվ եթե լայնածավալ պատերազմի հավանականութունն այդքան էլ մեծ չէ, մեծ է այդ պարբերական գործողությունների շարունակականության ռիսկը: Իսկ սա ենթադրում է նոր ծախսեր: Ծախսերի սոցիալական մասը որոշակիորեն կրում է նաև հասարակությունը ՝ 1000 դրամների նախագծով: Մյուս կողմից Վիգեն Սարգսյանի Ես եմ ու Պատիվ ունեմ նախաձեռնությունները, զինկոմիսարիատներում ու զորակոչի ոլորտում տարվող հակակոռուպցիոն լայնամասշտաբ քայլերը փորձ են ստեղծել համեմատաբար արդարության մթնոլորտ երկրում ու վերականգնել բանակի հանդեպ վստահությունը:

Սակայն բանակի ծախսերը միայն այս ծրագրերով հնարավոր չէ փակել: Սահմանային լարվածության դրսևորումներն այլևս չեն սահմանափակվում միայն դիվերսիաներով ու դիպուկահարներով: Ամեն անգամ կիրառվում են նոր զինատեսակներ: Հայաստանն այս իմաստով հայտնվում է զենքի մրցավազքի մեջ: Ինչպես Սերժ Սարգսյանը նշեց ՝ Ադրբեջանը մեզանից հարուստ երկիր է, իսկ սա նշանակում է, որ Ադրբեջանը զենքի վրա ծախսվող գումարների առումով ավելի լավ վիճակում է: Սրան հակառակ Հայաստանում տնտեսությունու որևէ դրական միտում չի նկատվում: Նոր կառավարությանը չհաջողվեց բեկումնային փոփոխություններ մտցնել տնտեսության մեջ, ներդրումներ չկան, Սերժ Սարգսյանն էլ փորձում է ռեսուրսներ ճարել որտեղից պատահի, ընդհուպ Կատարից:

Իսկ Արևմուտքը բավարար չի վստահում հայաստանյան ղեկավարությանը և տնտեսական ակտիվությունը դրսևորում է պլան մինիմումի սահմաններում ՝ Հայաստանը վերջնական ռուսահպատակեցումից զերծ պահելու համար, ոչ ավել: 

Այս իրավիճակում ղարաբաղյան կոնֆլիկտի առկայությունն ու դրա լուծման անհեռանկար սցենարը Հայաստանի վերնախավին դնում են ծանր վիճակի մեջ: Ծախսերը աճում են, գումարները նվազում: Հասարակական դժգոհությունն աճում է, վերնախավի միասնականությունը ՝ նվազում: Սրանք ակնհայտորեն ընկած են Սերժ Սարգսյանի խուճապի հիմքում, խուճապ, որ Սարգսյանը  փորձում էր վերջին հարցազրույցում թաքցնել զինվորական համազգեստով, ինքնավստահ խոսքով ու կեցվածքով:
