Գյուղատնտեսության նախարարությունում քննարկվել են ENPARD-ի փորձնական ծրագրերի արդյունքները

ՀՀ գյուղատնտեսության նախարար Իգնատի Առաքելյանն այսօր հրավիրել էր խորհրդակցությունԵվրոպական հարևանության գյուղատնտեսության և գյուղի զարգացման (ENPARD) ծրագրի «Տեխնիկական աջակցություն` արտադրող խմբեր և արժեշղթաների զարգացում» բաղադրիչի ներքո իրականացված աշխատանքների արդյունքները և հետագա համագործակցության ուղղությունները քննարկելու նպատակով:

Խորհրդակցությանը մասնակցում էին ՀՀ գյուղատնտեսության նախարարի տեղակալներ Ռոբերտ Մակարյանը, Արմեն Հարությունյանը, Գյուղատնտեսության զարգացման հիմնադրամի գործադիրտնօրեն Գեղամ Գևորգյանը, ՄԱԿ-ի Արդյունաբերական զարգացման կազմակերպության (UNIDO) հայաստանյան գրասենյակի ծրագրերի ղեկավար Անահիտ Սիմոնյանը, ENPARD ծրագրի համակարգող Սերգեյ Մաթևոսյանը, այլ պատասխանատուներ: Այս մասին տեղեկացրին ՀՀ գյուղատնտեսության նախարարության հասարակայնության հետ կապերի բաժնից:

«Գյուղատնտեսության ոլորտում այսօր բազմաթիվ փորձնական ծրագրեր են իրականացվում, որոնք սակայն հեռանկարային զարգացում ապահովելու կարիք ունեն:  Մեր այսօրվա հանդիպման նպատակն է դիտարկել ENPARD-ի կողմից գյուղատնտեսության ոլորտում իրականացվող ծրագրերի արդյունքները, հստակեցնել մեր ուժեղ կողմերը և հաջողված օրինակները, որոնք կարող են ոլորտում լուրջ արդյունքներ ունենալ, արտահանման տեսանկյունից նպատակային են, մասսայականացնել,  խոշորացնել լավ պրոյեկտները, ստեղծել համագործակցության  արդյունավետ շղթա  և պետական աջակցությունը, մասնավորապես սուբսիդավորվող վարկերի մասով ուղղել հենց այդ նպատակային ծրագրերի ֆինանսավորմանը»,- իր խոսքում նշել է գյուղատնտեսության նախարար Իգնատի Առաքելյանը:

ENPARD ծրագրի  համակարգող Սերգեյ Մաթևոսյանը, ողջունելով նախարարի առաջարկը, համառոտ ներկայացրել է ծրագրի շրջանակում ընթացիկ տարվա առաջին կիսամյակում արձանագրված հիմնական արդյունքները:

Բանախոսը մասնավորապես անդրադարձել է  ոչ ավանդական բանջարեղենի (բրոկկոլի, ռուկոլա, պրասասոխ, ֆենխել, ծնեբեկ, կարմիր կաղամբ և այլն) չրերի և խոտաբույսերի, բարձրորակ պանրի, մրգի և հատապտղի արժեղթաների ներքո կատարված աշխատանքներին,  ներկայացրել կոոպերատիվներին տրամադրված աջակցությունը և ձեռքբերումները: Սերգեյ Մաթևոսյանի խոսքով` յուրաքանչյուր ծրագրում կիրառվել է բիզնես մոտեցում, ինչն էլ ապահովել է դրանց հաջողությունը: Պատասխանատուների խոսքով` ENPARD-ի շրջանակում ստեղծված կոոպերատիվների արտադրանքը բարձրորակ է և չունի իրացման խնդիր, իսկ գյուղացիական տնտեսությունները ոգևորված են արդյունքներով:

ՀՀ գյուղատնտեսության նախարարն առաջարկել է համագործակցությունն առավել սերտացնելու նպատակով նախարարության մասնագետներին` որպես պատասխանատուներ նույնպես ներգրավել ծրագրերի իրականացման աշխատանքներում:

Ամփոփելով քննարկումների արդյունքները` Իգնատի Առաքելյանն առաջարկել է  գյուղատնտեսության նախարարության խորհրդատվական համակարգի միջոցով գյուղացիական տնտեսությունների շրջանում տարածել ծրագրի շրջանակում ձեռքբերված արդյունավետ փորձը, կազմակերպել ուսուցողական դասընթացներ և 2018 թվականի  համար  համատեղ ծրագիր մշակել:
