Վերջերս գյուղնախարար Սերգո Կարապետյանը Գյուղատնտեսության նախարարության սննդամթերքի անվտանգության պետական ծառայության աշխատակազմին է ներկայացրել Ծառայության նորանշանակ պետ Արմեն Հայրապետյանին: Իհարկե, նախկին պետին աշխատանքից ազատելը տեղավորվում էր տրամաբանության շրջանակներում, քանզի ոլորտը տարիներ շարունակ դոփում էր տեղում, որովհետև Աբրամ Բախչագուլյանը ոլորտի մասնագետ չէր, հետևաբար և բնականաբար՝ շատ հարցերում չէր կարող ցուցաբերել մասնագիտական մոտեցումներ:
Թվում է, թե հայրենի կառավարությունը վերջապես գիտակցել է ոլորտը ոչ պրոֆեսիոնալ անձանց վստահելու բոլոր մինուսները և Բախչագուլյանին ազատելով՝ որոշել է շտկել սեփական բացթողումը: Եվ վերջապես, այդ պաշտոնին նշանակվել է սննդամթերքի անվտանգության ոլորտի այնպիսի ռահվիրայի, գիգանտի, որի մասնագիտական կարողությունները դուրս են բոլոր կասկածներից: Ծառայության նորանշանակ պետը Սփյուռքի փոխնախարարն էր և... պատմության նախկին ուսուցիչ:
Ինքս լինելով պատմաբան՝ պատմական իրադարձությունների շղթայում ինձ անհայտ է մեր թագավորների և Հռոմի կայսրերի կողմից սննդամթերքի անվտանգության ոլորտի այնպիսի ռեֆորմ, որը կարող է ուսանելի լինել 21 դարում, հետևաբար վարկածը, որ պարոն Հայրապետյանը պետք է տեղայնացնի Օգոստոս կայսեր սննդային ռեֆորմները՝ այնքան էլ խելքին մոտ բան չէ: Միգուցե այդ ոլորտում այնքան պատմական իրադարձություններ են տեղի ունեցել, որ Ծառայության նորանշանակ պետը այնտեղ է գործուղվել՝ վերջապես գրելու հիմնաքարային «Պատմություն սննդոց» աշխատությունը. այդ մասին մեր աղբյուրները լռում են: Բայց այն, որ այս նշանակումից հետո ինքս, որպես պատմության նախկին դասախոս, հավակնում եմ ղեկավարել որևէ գինեկոլոգիական կլինիկա՝ կասկածից վեր է:
Ի վերջո, տիկնայք և պարոնայք, դուք ի զորու՞ եք կատարել որևէ նշանակում, որը աբսուրդի ժանրից չի լինի: Նույն Հայրապետյանի նշանակումը Սփյուռքի փոխնախարարի պաշտոնում երբեք խնդրահարույց չի եղել, որովհետև անկասկած է, որ երիտասարդ պատմության ուսուցչի համար շատ նորմալ է աշխատել այդ ոլորտում: Եթե նա այդքան անփոխարինելի կադր էր՝ իր կազմակերպչական ունակություններով և անհրաժեշտություն էր առաջացել պաշտոնեական առաջխաղացման՝ նշանակեիք մեկ աստիճան բարձր՝ Սփյուռքի նախարար, որտեղ հնարավորություն կունենար լիարժեքորեն դրսևորելու իր մասնագիտական կարողությունները: Միաժամանակ հասարակությանը կազատեիք տյոտ Հրուշի մշտնջենական ճնշող ներկայությունից:
Հայաստանում արդեն պաշտոնի են նշանակում ծայրահեղ անհասկանալի հայեցակարգով: Կամ իշխանության ամենաբարձր էշելոններ են խցկվում իրենց վաղուց սպառած զառամյալ կադրերը, կամ էլ, ասենք, որևէ գինեկոլոգ կարող է նշանակվել հումանիտար մասնագիտությունների գծով որևէ պաշտոնի: Ու մեզ, հասարակ մահկանացուներիս, այդպես էլ անհայտ է մնում, թե կառավարությունը որտեղից է պեղում այդպիսի ունիվերսալ կադրեր, որոնք հարմար են բոլոր տեսակի պաշտոնների համար:
Ինչ վերաբերվում է Հայրապետյանի նշանակմանը, ապա դրա իրական դրդապատճառը հայտնի է դառնում, երբ ծանոթանում ենք իր հայտարարագրած գույքին և եկամուտներին: ՀԺ-ի հրապարակած փաստաթղթերի համաձայն՝ Հայրապետյանն ունի 2 հողամաս, 6 բազմաբնակարան բնակելի շենք և 3 ավտոտնակ, 3 ավտոմեքենա՝ «MERCEDES-BENZ S500L 4 MATIC», «NISSAN TEANA 250XV V6», «TOYOTA RAV 4 2.0 L» մակնիշների:
Պաշտոնը դադարեցնելու օրվա դրությամբ նրա դրամական միջոցները կազմել են 130 մլն դրամ և 700 հազար դոլար, ամբողջը միասին՝ ավելի քան 1 մլն դոլար:
Արմեն Հայրապետյանը հայտարարագրել է 8 տեղից ստացված շահաբաժին՝ 65 մլն դրամ և 190 հազար դոլար ընդհանուր արժեքով:
