Կանադական «Ինկաս» զրահապատ մեքենաներ արտադրող ընկերության և Ադրբեջանի Ներքին գործերի նախարարության միջև կնքված պայմանագիրը կրկին ցնցեց ողջ հանրությանը: Կանադական ընկերության գործադիր տնօրեն Շրիմանովը «Ռադիո Կանադա Ինթերնեյշնլ»-ի լրագրողի հարցին ի պատասխան՝ ասել է, որ ընկերությունն առանց Կանադայի իշխանությունների թույլտվության չէր կարող նման գործարքի թույլտվություն ստանալ: Մյուս կողմից Կանադայի ԱԳՆ մամուլի խոսնակ Նատաշա Նիստրոմը հայտարարել է, որ նման գործարքի թույլտվություն տալուց առաջ հաշվի են առնվում տարածաշրջանային խաղաղությունն ու կայունությունը՝ ներառյալ քաղաքացիական հակամարտություններն ու մարդու իրավունքները:

Ստացվում է, որ Կանադան նույնպես կարող է իրեն թույլ տալ երկակի ստանդարներ կիրառել և հարկ եղած դեպքում շրջանցել իր կողմից որդեգրած՝ «կանադական ռազմական տեխնիկայի արտահանումը չպիտի նպաստի ազգային կամ տարածաշրջանային հակամարտություններին ու դրանց անկայունացմանը» սկզբունքը:

Երբ Ադրբեջանը նման գործարք է կնքում դիվանագիտական կապեր չունեցող որևէ երկրի հետ, ինչ-որ տեղ «հասկանալի է», բայց դիվանագիտական սերտ կապեր ունեցող երկրի դեպքում նման գործարքը ոչ միայն հասկանալի չէ, այլև զայրացնող է: Ամենակարևոր հարցն այն է, թե ինչով էր զբաղված Կանադայում մեր դեսպանը, երբ կանադական իշխանությունները պատրաստվում էին թույլատրել, որ իր երկրում գործող ընկերության և Ադրբեջանի միջև նման գործարք կնքվի: Մի երկիր, որն արդեն տևական ժամանակ է միջազգային տարբեր հարթակներում ամենօրյա ռեժիմով ԼՂՀ-ի հարցն ուժային ճանապարհով լուծելու կոչեր է հնչեցնում և ագրեսորի համբավ վայելում:

Գործարքի մասին տեղեկության հանրայնացումից հետո Կանադայի հայերը բողոք-դիմում ներկյացրեցին վարչապետ Ջասթին Տրուդոյին՝ պահանջելով չեղյալ հայտարարել որոշումը և դադարեցնել Ադրբեջանին զրահապատ մեքենաների մատակարարումը: Բողոքեց նաև Կանադայի Հայ դատի հանձնախումբը, սակայն մինչ օրս ո՛չ ՀՀ ԱԳՆ-ն, ո՛չ էլ Կանադայում ՀՀ նախկին դեսպան Արմեն Եգանյանը, ում օրոք փաստորեն նման գործարքի թույլտվություն տրամադրվեց, այդպես էլ որևէ հայտարարությամբ կամ մեկնաբանությամբ հանդես չեկան:

Փոխարենը ԱԳՆ-ի կայքից տեղեկանում ենք, որ նախկին դեսպանը հերթական պաշտոնյայից իր շնորհակալությունն է հայտնել անցած 25 տարիների ընթացքում հայ-կանադական դիվանագիտական հարաբերությունների հաստատման և մշակութային միջոցառումներ անցկացնելու համար: Եվ կրկին ոչ մի խոսք այդ խայտառակ գործարքի և Կանադայում ՀՀ դեսպանի փաստացի անգործության մասին, որը, ինչպես պարզ է դառնում ԱԳՆ կայքից, փաստորեն կենացներից ու շնորհակալական բաժակաճառերից ավել չի եղել:

Ու չնայած նման դեպքերում դիվանագիտական կորպուսների անգործությունը պարտակելու համար ԱԳՆ-ն հիմնականում հայտարարում է, որ իրենք ամեն ինչ գիտեն, ամեն քայլ ձեռնարկում են, բայց հարկ չեն համարում այդ մասին բարձրաձայնել, սակայն այս գործարքը կրկին խոսում է այն մասին, որ մեր դեսպանները ոչ թե զբաղված են օտար պետություններում Հայաստանի իրական շահերն ու վրդովմունքը ներկայացնելով, այլ էյֆորիայի մեջ ընկած ընդամենը վայելում են տվյալ երկրի «բերքն ու բարիքը»՝ տարբեր ցուցադրական ճաշկերույթների մասնակցելով և ոչինչ չասող կենացներ ասելով, ինչը կրկին գուժում է դիվանագիտական կորպուսի փտած և անպիտան լինելու մասին:
