ԲՀԿ առաջնորդ Գագիկ Ծառուկյանը լրատվամիջոցներից մեկին տված հարցազրույցում անդրադարձել է մի շարք խնդիրների, այդ թվում նաև գյուղատնտեսությանը վերաբերող խնդիրներին: Նա մասնավորապես նշել է. «Խնդիրները հստակ են` գյուղացուն պետք է օգնել սերմնացուով, վառելիքով, տեխնիկայով, դեղերով: Գյուղացուն պետք է օգնել իրացնել իր բերքը, իր աշխատանքի արդյունքը: Պետք է օգնել բանկերի տոկոսներից ազատել իր տունն ու հողը, գյուղացուն պետք է ապահովագրել բնական աղետների հետևանքներից: Ինձ համար Հայաստանը սկսվում է ամենահեռավոր սահմանամերձ գյուղերից: Յուրաքանչյուր գյուղի համար պետք է պայքարել, և պետությունը դրա համար պետք է ունենա և՛ գումար, և՛ ծրագիր: Այլ մոտեցում ինձ համար անընդունելի է»:
Այս հարցազրույցը կարծես թե փոքր-ինչ ուշացած է այն առումով, որ վարչապետ Աբրահամյանը, խորհրդարանում ներկայացնելով բյուջեի հիմնական ուղղությունները, անդրադարձել էր նաև գյուղատնտեսական զարգացման հեռանկարներին. «Գյուղն իր հոգսերով կմնա կառավարության ուշադրության կենտրոնում: Իրականացվող քաղաքականությունն ուղղված կլինի նաև գյուղական տարածքների համաչափ զարգացմանը և ռեսուրսային ներուժի օգտագործման մակարդակի բարձրացմանը, գյուղատնտեսությունում օգտագործվող հիմնական ռեսուրսների` հանքային պարարտանյութերի, դիզելային վառելանյութի և վարկերի մատչելիությանը:
Հետևողական աշխատանքներ կիրականացվեն առավել անբարենպաստ պայմաններում տնտեսվարող սուբյեկտների վարկային տոկոսադրույքի սուբսիդավորման և նպատակային ծրագրերի համաֆինանսավորման միջոցով ագրարային ոլորտում տարբեր տնտեսվարման ձևերի զարգացման ուղղությամբ»:
Հավելենք նաև, որ 2015 թ. բյուջեի նախագիծը ենթադրում է գյուղացիական տնտեսություններին տրամադրվող սուբսիդավորման 50 տոկոսի աճ՝ հասցնելով այն 6 տոկոսի և ՀՀ 2014 թվականի պետական բյուջեով հաստատված 872.5 մլն դրամի դիմաց 2015 թվականին հատկացնել 1.163.0 մլն դրամ:
Երկրի գյուղատնտեսության զարգացման համար կառավարության կողմից առաջ քաշված առաջնահերթ նշանակություն ունեցող ծրագիր է չորս կարևորագույն՝ Կապսի, Վեդու, Եղվարդի և Մաստարայի ջրամբարների նախագծման և շինարարության համակարգված աշխատանքները: Ջրամբարները հնարավորությւն կտան խուսափել երաշտային տարիների հնարավոր ռիսկերից և մշտապես ունենալ ամբարված հսկայական քանակի ջուր: Այս նախագծի իրականացումը պահանջում է հսկայածավալ ներդրումներ, որը կառավարությունը իրականացնելու է հիմնականում դոնորների միջոցով:
Կառավարությունը իր ծրագրում գյուղատնտեսության զարգացման հետ մեկտեղ կարևորել է նաև Արարատյան դաշտի ջրավազանային կառավարման պլանի մշակումը, Սևանա լճի էկոլոգիական հավասարակշռության վերականգնման և պահպանության միջոցառումների իրականացումը, պայքարը բոլոր ապօրինի հորերի դեմ:
Քաղաքականության մեջ շատ կարևոր է դիմացինին լսելն ու ընկալելը: Պոպուլիզմով ու շատ խոսելով խնդիր չի լուծվում: Իրականում, եթե քաղաքական ուժերը ցանկանում են հասնել կուտակված խնդիրների լուծմանը, պետք է բովանդակային քննարկման մեջ մտնեն միմյանց հետ: Իսկ մենք ունենք մի իրավիճակ, երբ քաղաքական ուժերը խոսում են այն բանի մասին, ինչը կամ իրականացվել է, կամ խնդիր է դրվել իրականացնել առաջիկայում: Ու այստեղ ամենևին էլ կարևոր չէ, թե ով է ներկայացնում լավ գաղափար՝ իշխանությունը, թե ընդդիմությունը: Կարևորը մասնագիտական քննարկումների միջոցով լավ գաղափարների ներդրումն է:
