Սյունիքի մարզի Կապան համայնքում անցկացվել է եռօրյա ուսումնավարժանք՝ հիմնական նպատակ ունենալով փորձարկել համայնքի աղետների ռիսկի կառավարման ծրագրի նախագիծը, ինչպես նաև՝ արտակարգ իրավիճակներում համայնքապետարանի և այլ կառույցների միջև համագործակցության կարողությունները։

Ինչպես տեղեկացրին ՀՀ ԱԻՆ տեղեկատվության և հասարակայնության հետ կապրի վարչությունից, ուսումնավարժանքը կազմակերպել էին ՀՀ ԱԻ նախարարությունը, «Աղետների ռիսկի նվազեցման ազգային պլատֆորմ» (ԱՌՆԱՊ) հիմնադրամը, ՄԱԿ-ի Զարգացման ծրագիրը և Կապանի համայնքապետարանը։

Ուսումնավարժանքի սցենարով խաղարկվեց բնակչության պաշտպանությունը ուժեղ երկրաշարժի, ջրամբարի պատվարի փլուզման, քիմիական վթարի, սողանքի և այլ արտակարգ իրավիճակների դեպքում: Կազմակերպվեց երկրաշարժի ժամանակ մանկապարտեզի երեխաների և անձնակազմի տարհանումը, երկրաշարժի հետևանքով բարձրահարկ շենքում տարբեր մարմնական վնասվածքներ ստացած և շենքի վերին հարկերում հայտնված բնակչության դուրսբերումը, որի ընթացքում ստուգվեցին նաև Սյունիքի քաղաքային որոնողափրկարարական թիմի (INSARAG) կարողությունները, մասնավորապես՝ տուժած բնակչությանը առաջին օգնություն ցուցաբերելու կարողությունը։

Ըստ վարժանքի սցենարի՝ խաղարկվեց նաև 10 տոննա ամոնիակ տեղափոխող տրանսպորտային միջոցի վթար, որի հետևանքով տեղի էր ունեցել ամոնիակի արտահոսք։ Քիմիական, կենսաբանական և ճառագայթային ազդեցություն ունեցող նմանատիպ դեպքերին արձագանքելու ուղղությամբ վերապատրաստում անցած Կապանի հրշեջ-փրկարարական ջոկատն արագ արձագանքեց ահազանգին: Մասնագետները հետախուզեցին դեպքի վայրը՝ օգտագործելով հատուկ գործիքներ, որպեսզի պարզեն նման քանակի ամոնիակի արտահոսքի դեպքում մարդու կյանքին և առողջությանը սպառնացող վտանգը, կազմակերպեցին բնակչության տարհանում և ջրային վարագույրով պատեցին ամոնիակ տեղափոխող տրասպորտային միջոցը՝ կանխելով ամոնիակի տարածումը մթնոլորտում։

Ուսումնավարժանքի ընթացքում հայտնաբերված թերությունների և մասնակիցների կողմից ներկայացված առաջարկությունների հիման վրա օրինակելի ծրագիրը կլրամշակվի և կներկայացվի շահագրգիռ պետական մարմինների ու գործընկեր կառույցների քննարկմանը:
