Հայաստանի նախագահ Սերժ Սարգսյանը Վլադիմիր Պուտինի հետ չի քննարկել Արցախում խաղաղապահ ուժերի տեղակայման հարցը: Այս մասին երկրի ղեկավարն ասել է «Բազե» համահայկական երիտասարդական հավաքին մասնակիցների հետ հանդիպման ժամանակ՝ պատասխանելով բազեականների հարցերին։ Նախագահն անդրադարձել է նաև պաշտոնը թողնող ԵԱԿՀ ամերիկացի համանախագահող Ռիչարդ Հոգլանդի օրերս արած հայտարարության և Սոչիում կայացած հայ-ռուսական բարձր մակարդակի բանակցությունների վերաբերյալ վերլուծություններին, որոնցով Հոգլանդի հայտարարության ժամկետը պատահական չէր համարվում:

ՀՀ Նախագահը նշել է, որ Վլադիմիր Պուտինի հետ տարին մի քանի անգամ ավելի ազատ ռեժիմով հանդիպումների ավանդույթ է ձևավորվել, և այդ հանդիպումների ընթացքում քննարկվում է հայ- ռուսական հարաբերությունների բազմաբովանդակ օրակարգը։ Սոչիի հանդիպումը դրանցից մեկն էր:

Հանրապետության Նախագահից ճամբարականները հետաքրքրվել են, թե որքանով են ճիշտ այն խոսակցությունները, որ Ռուսաստանի նախագահի հետ հանդիպման ժամանակ քննարկվել է Արցախում խաղաղապահների տեղակայման հարցը: 

«Մենք ոչ միայն խաղաղապահ ուժերի մասով քննարկում չենք անցկացրել, այլ ընդհանրապես քննարկում չենք անցկացրել: Ես մի քանի բառով ուղղակի ներկայացրել եմ իրավիճակը, որ այսօր տիրում է շփման գծում և ասել եմ իմ պատկերացումը մեր հարևանի մտադրությունների հետ կապված: Ընդամենը: Ուրիշ որևէ այդպիսի հարց չենք քննարկել»,- ասել է Նախագահ Սարգսյանը։

Սարգսյան- Պուտին հանդիպման հետ Ռիչարդ Հոգլանդի հայտարարության կապի մասին հարցին՝ նախագահը պատասխանել է, որ այդ երկու իրադարձությունների միջև կապը քիչ հավանական է համարում, մանավանդ, որ Մինսկի խմբի ամերիկացի նախորդ համանախագահողն էլ պաշտոնաթողությունից հետո նույնպես ավելի ազատ կարգավիճակով էր կարծիք հայտնել բանակցությունների վերաբերյալ:

«Հոգլանդը թողնում է իր աշխատանքը և մի օր իր եզրակացությունը շատ ավելի ազատ կարգավիճակով պետք է հայտներ, որովհետև մի բան է լինել գործող համանախագահ, մեկ այլ բան է, երբ պաշտոնաթող է: Եթե հիշում եք՝ նախորդն էլ էր այդպես: Ընդհանրապես, այդպիսի ավանդույթ է ձևավորվել, որովհետև այդ դեպքում նրա խոսքերը չեն պարտավորեցնում՝ վաղը, մյուս օրը նա բանակցությունների չի մասնակցելու, որպեսզի կողմերից մեկը նրա խոսքերին հղում չանի, չասի՝ դու այսպես ասացիր:

Ինչ վերաբերում է Հոգլանդի ասածներին, ապա ինձ համար, իհարկե, բացարձակապես նորություն չէ: Բայց շատ-շատերի համար, կարծում եմ, ապացույց է այն բանի, որ նախկինում սխալ էին մեկնաբանում մեր դիրքորոշումն ու մեր հանդիպումները: Այս մասին բազմիցս խոսել են համանախագահ երկրների ղեկավարները և, ընդհանուր առմամբ, այդ դրույթներն առաջ են քաշվել արդեն 10 տարուց ավելի է: Դա ընդամենը ընդհանրական մոտեցում է: Որպեսզի այդ դրույթներն իրագործվեն, օրերով, շաբաթներով, ամիսներով պետք է փաստաթղթավորել, որովհետև յուրաքանչյուր բառ,  յուրաքանչյուր ստորակետ այդ փաստաթղթում շատ մեծ նշանակություն ունի»,- ասել է Հանրապետության Նախագահը:
