ԱՀ ԶՈւ 3-րդ բանակային կորպուսի հրամանատար, գեներալ-լեյտենանտ, Ադրբեջանի ազգային հերոս Ռովշան Աքպերովը զոհված զինծառայող Իսա Ալմազովի հարազատներին շքանշան հանձնելու ժամանակ ասել է.
«Մարտական գործողությունների ընթացքում ոչնչացվել է 71 հայ զինվորական, իսկ 80-ը վիրավոր են»:
Ում-ում, բայց գեներալ-լեյտենանտի կոչումով բարձրաստիճան զինվորականին իրականությունը, անկասկած, հայտնի է: Բայց փաստերն իրեն անհրաժեշտ ձեւ ով ներկայացնելու հատկությունը Աքպերովն ամենայն հավանականությամբ ձեռք է բերել դեռեւս Արցախյան պատերազմի տարիներին, երբ նա ադրբեջանական բանակի 777-րդ գումարտակում վաշտի, հետագայում՝ նույն գումարտակի հրամանատարն էր: Աքպերովի «սխրանքներն» իսկապես զարմանահրաշ են: Իր իսկ վկայությամբ Շուշիի մարտը նա «բաց է թողել», որովհետեւ … քնած է եղել հրամանատարական «ՈւԱԶ»-ում: Պատերազմի տարիներից է նաեւ Աքպերովի՝ վերադասին ներկայացրած այս չափազանց ուշագրավ զեկուցագիրը:
«Հայկական ստորաբաժանումները, որոնց կազմում կային սեւամորթ վարձկաններ եւ անգլերեն ու արաբերեն խոսող օտարերկրացիներ, հարձակում են գործել մեր դիրքերի վրա: Համառ մարտերի ընթացքում ոչնչացրել ենք հակառակորդի կենդանի ուժի 70 տոկոսը, սակայն ստիպված ենք եղել նահանջել»:
Գլխովին «ոչնչացված» հակառակորդից նահանջելու սովոր Աքպերովը կարծես թե անբացատրելի հակում ունի 70 թվի նկատմամբ: Ավելի քան քսան տարի հետո մարտական գործողությունները նկարագրելիս նա կրկին օգտագործում է թիվը, երկու դեպքում էլ բացահայտորեն ստելով. առաջին դեպքում՝ վերադասին, մյուս դեպքում՝ իր զոհված զինվորի հարազատներին:
Միայն այս երկու փաստը թերեւ ս բավական են ադրբեջանցի գեներալին բնութագրելու համար: Սակայն Աքպերովի կենսագրության մեջ կան հետաքրքրական այլ էջեր եւս:
Աքպերովի հաջող ռազմական կարիերան եւ ծառայողական երկարակեցությունը բացատրվում է ոչ թե նրա մասնագիտական ունակություններով, այլ Ալիեւների ընտանիքին մատուցած արժեքավոր ծառայությամբ:
1995 թ. մարտին հենց Աքպիրովի հրամանատարությամբ գործող 777-րդ գումարտակն է մասնակցել ահաբեկիչ Ռովշան Ջավադովի ղեկավարած ոստիկանության հատուկ ջոկատի՝ տխրահռչակ ՕՄՕՆ-ի ապստամբության ճնշմանը: Այդ անձնական ծառայության համար Ռ. Աքպերովին ներվել է անգամ ծանր քրեական հանցագործությունը՝ սպանությունը: Արդեն գեներալ եւ ազգային հերոս դարձած Աքպերովը Կիեւի ռազմական ակադեմիայում ուսանելու տարիներին ռեստորանային հարբած վեճի ժամանակ դաշունահարել եւ սպանել է ադրբեջանցի բիզնեսմեն Էլչին Ալիեւին: Ուկրաինական արդարադատության պատժից խուսափել օգնել է նախագահ Հեյդար Ալիեւի միջնորդությունը: Աքպերովի մարդկային եւ մասնագիտական հատկանիշների նկարագրության տեսանկյունից բնութագրական է նաեւ հետեւյալ փաստը. նշանակվելով ԱՀ ԶՈւ 3-րդ ԲԿ հրամանատար՝ Աքպերովը որոշակի քայլեր է ձեռնարկում կորպուսի աղետալի ցածր կարգապահությունը բարելավելու եւ ԱՀ ԶՈւ ամենից արյունոտ միավորման համբավից ձերբազատվելու համար: Որոշ ժամանակ անց, տեսնելով իր ջանքերի անարդյունավետ լինելը, գեներալ-լեյտենանտի կոչումով Ադրբեջանի ազգային հերոսը իրեն նվիրում է հարբեցողության եւ վատահամբավ հաստատություններում օրնիբուն զվարճություններ որոնելուն
