Խորհրդային ժամանակ կար մի հայտնի մտայնություն, որ եթե ուզում ես որևէ գործ տապալես, ապա ստեղծիր հանձնաժողով։ Թերևս, ՀՀ ԿԳՆ Լևոն Մկրտչյանն այս ամենը լավ է սովորել։ Ամեն անգամ, այս նախարարն իրեն գերազանցում է՝ մեկը մյուսից անիմաստ ծրագրեր ու տեսլականներ ներկայացնելով։ Պարոն Մկրտչյանը երկար մտածել ու բացահայտել է, որ ուսուցչի սոցիալական դերակատարումը ցածր է ուստի պետք է հղանալ նոր՝ դարակազմիկ ծրագիր։ Ի դեպ, այդ ծրագիրն արդեն ունի անվանում, այդ անվանումն է՝ «Ուսուցիչ»։

Ըստ Մկրտչյանի հայեցակարգի, ծրագիրն ուղղված կլինի ուսուցչի սոցիալական վիճակի, թափուր տեղերի մրցույթի, մասնագիտական զարգացման և այլ խնդիրների կարգավորմանը։ Արդյունքում՝ կբարելավվի ուսուցչի հեղինակությունը հասարակությունում։ 

Ինչպես տեսնում ենք, խոսքը գնում է վերից վար վարչարարության մասին։ Որևէ որկական ու դրական տեղաշարժ չի կարող լինել։ Բացատրեմ ինչու։ Ամեն տարի, բուհեր դիմողների ակադեմիական մակարդակն ընկնում է։ Կան շատ պարզ ցուցանիշներ այդ ամենը տեսնելու համար։ Մարդիկ կիսատգետ ավարտում են բուհերը և մտնում դասարան։ Գրագիտության խնդիրը դիմորդներ չունենալու, ամեն տարի արտագաղթի հետևանքով դրանց թվի նվազման ու կոռուպցիայի մեջ է։ Բուհերը «յալվար» են ունենալ ուսանողներ։ Թեկուզ նրանք լինեն տգետ։ Այդ նույն կերպ, կոռուպցիոն հորձանուտի մեջ առկա անձիք պատրաստ են թեկուզ չնչին կաշառքով գնահատական նշանակել։ Այս ամենի արդյունքում ունենք այն, ինչ ունենք։

Իսկ ինչ մնում է վերապատրաստում կոչվող երևույթներին, ապա ավելի տմարդի բան դժվար է պատկերացնել հայկական միջավայրում։ Խոսքն իհարկե մեզանում իրականցվող վերապատրաստումների և դրանց մեխանիզմների մասին է։ Վերապատրաստվողները մանկավարժության մեջ մնացել են Սուխոմնլինսկու դարաշրջանում և այնքան հին են, որքան հայու գենը։

Իսկ եթե ուզում ենք ուսուցչի սոցիալական վիճակ բարելավվել, ապա կա միայն մեկ տարբերակ՝ աշխատավարձերի բարձրացում։ Այս վերջինը մոռացել ենք, թե երբ է եղել ընդհանրապե։ Այլ լոլոներ ու անիմաստ բառաչներ, հերթական թղթաբանության տեսքով անհրաժեշտ չեն։
