Ադրբեջանի իշխող էլիտան երկու տարի շարունակ տնօրինել է 2,8 միլիարդ ԱՄՆ դոլար արժողությամբ գաղտնի հաշիվ, որի միջոցներով գումարներ են վճարվել եվրոպացի քաղաքական գործիչներին ադրբեջանամետ որոշումներ կայացնելու համար, ինչպես նաև կատարվել են թանկարժեք գնումներ: Ինչպես հաղորդում է «Արմենպրես»-ը՝ վկայակոչելով BBC-ն, այս տվյալները հայտնաբերվել են եվրոպական պարբերականների կոնսորցիումի կողմից իրականացված հետաքննության արդյունքում, որը հրապարակվել է Կազմակերպված հանցագործության և կաշառակերության լուսաբանման նախագծի (Organized Crime and Corruption Reporting Project) կողմից:

Գումարն անօրինական կերպով ուղարկվել է Միացյալ Թագավորությունում գործող և ստվերային գործունեություն ծավալող ընկերությունների միջոցով: Կաշառված անձանց, այդ թվում և եվրոպացի քաղաքական գործիչներին վճարել են Ադրբեջանի կառավարությանը հաճո դիրքորոշում ցուցաբերելու համար:

Չկա համոզվածություն, որ գումարը ստացած բոլոր անձինք տեղյակ են եղել, թե որն է այդ գումարի աղբյուրը:

Գաղտնի հիմնադրամը, որի կեղծանունը եղել է «Ադրբեջանական լվացքատուն», գործել է երկու տարի՝ մինչև 2014 թվականը: Կազմակերպված հանցագործության և կաշառակերության լուսաբանման նախագծի զեկույցում նշվում է, որ թեպետ գումարի աղբյուրը հայտնի չի եղել, սակայն կան «բավարար ապացույցներ նախագահ Իլհամ Ալիևի ընտանիքի հետ կապ ունենալու վերաբերյալ»:

Պաշտոնական Բաքուն այս հետաքննությանը որևէ կերպ դեռևս չի արձագանքել:

Նշվում է, որ գումարի մեծ մասը վճարվել է լոբբիստներին, լրագրողներին, քաղաքական գործիչներին ու գործարարներին: Վճարման սխեման հատկապես հաջող է անցել Եվրախորհրդի Խորհրդարանական վեհաժողովում 2013 թվականին Ադրբեջանի համար խիստ կարևոր զեկույցի քվեարկության ժամանակ: Այդ քվեարկությունը, որը կապված է Ադրբեջանում քաղբանտարկյալների հետ, ներկայումս հետաքննության տակ է, դրա հետ կապված զեկույցը պատրաստ կլինի 2017 թվականի վերջին:

Ստվերային գործունեություն ծավալող ընկերությունները, որոնց միջոցով գումարները վճարվել են, գործել են Միացյալ Թագավորությունում՝ երկուսը Անգլիայում, երկուսը՝ Շոտլանդիայում: Դրանք այժմ լուծարված են:

Եվրոպական հայտնի բանկերից մեկը՝ դանիական Danske Bank-ը, այդ ընկերություններին վճարումներ է արել Էստոնիայի իր մասնաճյուղի միջոցով: Բանկը խոստովանել է, որ բավարար քայլեր չի ձեռնարկել կասկածելի փոխանցումները բացահայտելու համար:

Գաղտնի հաշվից այլ վճարումներ են արվել նաև արտասահմանում բնակվող ադրբեջանական ընտանիքների մասնավոր կրթության համար:
