ԱՄՆ-ի երեսունիններորդ նախագահ դեմոկրատ Ջիմի Քարտերը Միացյալ Նահանգների ներկայիս քաղաքական համակարգը բնութագրել Է որպես «օլիգարխիա»: Սեպտեմբերի 13-ին այս հայտարարությամբ պետության նախկին ղեկավարը հանդես Է եկել Ատլանտայում (Ջորջիայի նահանգ) «Քարտերի կենտրոնի» շտաբ-կացարանում, ինչի մասին հայտնել Է Associated Press (AP) գործակալությունը, տեղեկացնում Է «Արմենպրես»-ը:

92-ամյա քաղաքական գործչի խոսքով՝ փողն ավելի ու ավելի մեծ դեր Է խաղում ԱՄՆ-ի քաղաքական կյանքում, ինչը երկիրը նման Է դարձնում «օլիգարխիայի, այլ ոչ թե ժողովրդավարության»: «Պահպանեք խաղաղությունը, առաջ մղեք մարդու իրավունքները եւ ասեք ճշմարտությունը»,- այս հանձնարարականներն Է տվել Քարտերը քաղաքական գործիչներին:

Իր ելույթում նա արծարծել Է նաեւ Կորեական թերակղզու ճգնաժամը: «Ես անմիջապես իմ մարդուն կուղարկեի Փենյան, եթե այնտեղ չմեկնեի ինքս»,- ասել Է Քարտերը՝ հիշեցնելով, որ ինքը երեք անգամ եղել Է ԿԺԴՀ-ում: Նրա կարծիքով՝ Փենյանը փնտրում Է ԱՄՆ-ի կողմից չհարձակման երաշխիքներ, իսկ նախագահ Դոնալդ Թրամփի վարչակազմը գնում Է առճակատման: «Քանի դեռ մենք չենք խոսի նրանց հետ եւ հարգանքով չենք վերաբերվի նրանց, ինչպես ինձ Է թվում, ոչ մի առաջընթաց Էլ չի լինի»,- ասել Է Քարտերը:

Քարտերը, որը նախագահի աթոռն զբաղեցրել Է 1977-ից մինչեւ 1981 թվականը, ԱՄՆ-ի՝ այժմ ապրող նախկին նախագահներից ամենաավագն Է: 2002 թվականին դեմոկրատն արժանացել Է խաղաղության Նոբելյան մրցանակի «միջազգային հակամարտությունների խաղաղ լուծումների որոնման անխոնջ ջանքերի, ժողովրդավարության առաջմղման եւ մարդու իրավունքների պաշտպանության, ինչպես նաեւ տնտեսական եւ սոցիալական զարգացումը խթանելու համար»: Քարտերն ԱՄՆ-ի միակ նախագահն Է, որն այս մրցանակն ստացել Է նախագահական պաշտոնից հեռանալուց հետո, հաղորդել Է ՏԱՍՍ-ը:
