Արդեն խոսվում է այն մասին, որ նոյեմբերի 17-ին հրավիրվելու է ԱԺ արտահերթ նիստ, որի ընթացքում մեր օրենսդիրները վավերացնելու են ԵԱՏՄ-ին Հայաստանի անդամակցության պայմանագիրը: Իհարկե, պայմանագիրը տակավին չի ուղարկվել նույնիսկ Սահմանադրական դատարան, որովհետև դեռևս տեխնիկական սրբագրումներ են կատարվում:

Իհարկե, ոչ ոք կասկած չունի, որ նշված ժամկետում ՍԴ-ն կստանա պայմանագիրն ու այն համապատասխան կհամարի Հայաստանի Հիմնական օրենքին: ՍԴ-ի համար իրականում կարևորը ոչ այնքան պայմանագրի սահմանադրականությունն է, որքան նախագահի ցանակությունը բավարարելը: Իրավական ձևակերպումներ գտնելը Գագիկ Հարությունյանի համար, խնդիր չէ, նա վարպետացել է այդ գործում, հատկապես որ տարիների ընթացքում կարողացել է «օրինականացնել» բազմաթիվ կեղծված ընտրություններ:

Կասկած չկա նաև, որ ԱԺ-ն նույնպես կվավերացնի այս պայմանագիրը, ընդ որում՝ գրեթե միաձայն:

Ես չեմ հիշում մի դեպք, երբ խորհրդարանական մեծամասնությունը ընդդիմացած լինի նախագահի որևէ նախաձեռնության: Հատկապես ԵԱՏՄ-ին միանալու հարցում նման բացառություն հաստատ չի կարող լինել:

Սակայն եվրասիական ինտեգրացիայի հարցում «համազգային կոսնսենսուս» է ձևավորվելու իշխանության ու Եռյակի միջև:

ՀԱԿ և ԲՀԿ խմբակցությունները դեռ պաշտոնական տեսակետներ չեն հնչեցրել, բայց Լևոն Տեր-Պետրոսյանի հանրահավաքային ելույթից հետո քչերն են կասկածում, որ այս կուսակցությունների անդամ պատգամավորները կողմ են քվեարկելու պայմանագրին:

Այս պահի դրությամբ հստակ է, որ ԵԱՏՄ-ին Հյաստանի անդամակցության պայմանագրին դեմ են քվեարկելու «Ժառանգություն» խմբակցությունը՝ թեև դրա ղեկավար Ռուբեն Հակոբյանի դիրքորոշումը նույնպես հստակ չէ, այդ խմբակցությությունից դուրդ եկած Խաչատուր Քոքոբելյանը, գուցե նաև ՀԱԿ խմբակցությունում ձևականորեն մնացած Նիկոլ Փաշինյանն ու Հրանտ Բագրատյանն և անկախ պատգամավոր Էդմոն Մարուքյանը: Այսինքն՝ լավագույն դեպքում՝ պայմանագրին դեմ է քվեարկելու յոթ պատգամավոր:

Մի խոսքով՝ խորհրդարանական քվեարկությունը կանխորոշված է:

Կան մարդիկ, ովքեր ասում են, որ ԵԱՏՄ-ին Հայաստանի միանալու հարցը պետք է որոշվի հանրաքվեով, մանավանդ որ Հայատանի նախագահն ու խորհրդարանն ունեն կակածելի լեգիտիմություն:

Հանրաքվեի գաղափարին սկզբունքորեն կողմ եմ ու կարծում եմ, որ իսկապես նման սկզբունքային հարցերում որոշման իրավունքն իրապես պետք է վարապահվի հասրակությանը:

Սակայն այս հարցում նույնիսկ հանրաքվեն չի կարող շրջադարձային լինել. քաղաքական ուժերի կոնսենսուսին կմիանա նաև հասարակությունը: Գուցե ոմանք նեղանան, բայց ենթադրյալ հանրաքվեի արդյունքները կանխորոշելու են Ռուսաստան մեկնած խոպանչիներն՝ իրենց ուղարկած տրանսֆերտներով:

Եվ զուր էին մի քանի օր առաջ մեր պատգամավորներից ոմանք դժգոհում, թե Սերժ Սարգսյանը անցյալ տարվա սեպտեմբերի 3-ին միանձնյա է որոշել Հայաստանի եվրասիական ինտեգրացիայի հարցը:

Սա այն բացառիկ դեպքն է, որ Սարգսյանն՝ առանց խորհրդակցելու, ներկայացրել է ոչ միայն իր, այլ նաև իշխանության, ընդդիմության ու հասարակության մեծ մասի կարծիքը:

Հայաստանի եվրասիականացման հարցում համազգային կոնսենսուս է… ցավոք:
