 Կատալոնիայի իշխանությունները Իսպանիայի հետ երկխոսության պատրաստակամություն են հայտնում, եթե նրանք որեւիցե նախապայման չառաջադրեն տարածաշրջանի ինքնորոշման հանրաքվե անցկացնելու վերաբերյալ: Այդ մասին սեպտեմբերի 28-ին հայտարարել Է Կատալոնիայի կառավարության արտաքին գործերի դեպարտամենտի ղեկավար Ռաուլ Ռոմեւան:

«Եթե իսպանական կողմն առաջարկություններ ունի բանակցությունների վերաբերյալ, մենք պատրաստ ենք դրանք քննարկել ինչպես մինչեւ կիրակի օրը (հոկտեմբերի 1-ը, հանրաքվեի անցկացման օրը), այնպես Էլ հետո,-հայտարարել Է նա՝ հանդես գալով Բրյուսելում անցկացված մամուլի ասուլիսում, որի հեռարձակումը տրվել Է Facebook-ում:-Սակայն բանակցությունները որեւԷ նախապայման չեն ենթադրում»:

Պատասխանելով լրագրողների հարցերին՝ նա նաեւ նշել Է, որ Կատալոնիայի անկախության հռչակման դեպքում չի պատրաստվում հրաժարվել իսպանական անձնագրից:

Ավելի վաղ Ռաուլ Ռոմեւան հայտարարել Է, որ Կատալոնիայի իշխանությունները կոչ են անում Եվրամիության ինստիտուտներին՝ Եվրահանձնաժողովին եւ Եվրախորհրդարանին, միջամտել հանրաքվեի կազմակերպման շուրջ ստեղծված իրադրությանը՝ խուսափելու Մադրիդի կողմից Եվրամիության ժողովրդավարական նորմերի խախտումից, որոնք, նրանց կարծիքով, ոտնահարվում են քվեարկության անցկացումն արգելելու միջոցառումներով: Նա նշել Է, որ եվրոպական իշխանությունների լռությունը տանում Է «ճնշիչ գործողությունների աջակցման», հաղորդել Է ՏԱՍՍ-ը:
