ՀՀ արտակարգ իրավիճակների նախարարությունում սեպտեմբերի 29-ին կայացավ ընդլայնված աշխատանքային խորհրդակցություն, որը վարեց ԱԻ նախարար Դավիթ Տոնոյանը: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ արտակարգ իրավիճակների նախարարությունից: 

Խորհրդակցության ընթացքում քննարկվեց ՀՀ կառավարության կողմից հաստատված «Աղետների ռիսկի կառավարման ազգային ռազմավարության իրականացման» ծրագրի շրջանակում մշակված «Աղետների ռիսկի կառավարումը տեղական մակարդակում» կիրառական ուղեցույցը: Վերջինիս հիման վրա ՀՀ ԱԻՆ աշխատակազմի Փրկարար ծառայությունը պետք է մշակի «Համայնքի աղետների ռիսկի կառավարման» ծրագիր, որով նախատեսված է իրականացնել համայնքի վտանգների (սողանքներ, ջրային գոտիներ, քարաթափումներ, սեյսմիկ ռիսկեր, քաղաքացիական պաշտպանության խնդիրներ), խոցելիության և կարողությունների բացահայտում: Ծրագիրը թույլ կտա յուրաքանչյուր համայնքի համար ստեղծել աղետների ռիսկերի իր անձնագիրը, ինչպես նաև՝ թվայնացնել այդ տվյալները և հավաքագրել տվյալների մեկ ընդհանուր շտեմարանում, որում ներառված կլինեն նաև տարբեր ռիսկայնություն ունեցող տեղանքների քարտեզները:  

ԱԻՆ պատասխանատու ստորաբաժանումներին տրված մի շարք հանձնարարականների և նկատառումների շարքում  նախարար Տոնոյանը կարևորեց վերոնշյալ ծրագրերի ներառումը «Մարզի զարգացման 2017-2025թթ.-ների ռազմավարության» և «Համայնքի զարգացման 2017-2022թթ.-ների ռազմավարություն» ծրագրերում: 

«Շատ կարևոր է՝ մեկ անգամ ևս համայնքի ուշադրությունը սևեռել սեփական կարողություններին, դրանց մոբիլիզացման և աղետների ռիսկի նվազեցմանն ուղղված սեփական միջոցների արդյունավետ օգտագործմանը: Յուրաքանչյուր համայնք պետք է ապահովված լինի աղետներին դիմակայելու ծրագրով»,- ընդգծեց Դ. Տոնոյանը: Նախարարը հավելեց, որ ՀՀ ԱԻՆ մարզային ստորաբաժանումների համապատասխան փարձագետներից կազմված խմբերը պետք է օժանդակեն համայնքներին տեղական մակարդակում աղետների ռիսկի ճիշտ գնահատմանն ու համապատասխան կանխարգելիչ միջոցառումների իրականացման գործընթացին:
