ՀԱՊԿ շրջանակում փոխգործակցող երկրները պետք է ունենան միասնական պատկերացումներ և մեթոդաբանություն՝ հիբրիդային հակամարտության ոլորտում առկա մարտահրավերները կառավարելու համար: «Արմենպրես»-ի հաղորդմամբ՝ «Արդի պայմաններում հիբրիդային պատերազմներին հավաքական անվտանգության համակարգի արդյունավետ հակազդման խնդիրները» թեմայով միջխորհրդարանական լսումների շրջանակում լրագրողների հետ զրույցում նման կարծիք հայտնեց ԱԺ պատգամավոր Արման Սաղաթելյանը:

«Ղարաբաղյան հակամարտության մեջ հիբրիդային կոմպոնենտը միշտ է եղել: Իհարկե, ի սկզբանե գերակշռել է ռազմական կոմպոնենտը, սակայն 1994 թվականից ի վեր՝ մենք անընդհատ գտնվել ենք հիբրիդային ազդեցության շրջանակներում, որում առավել մեծ տեղ է ունեցել տեղեկատվական և քարոզչական տարրը: Ես կարծում եմ, որ այս ամբողջ ընթացքում մենք միշտ բավականին հաջող ենք դրսևորել մեզ և պատշաճ եղանակով պաշտպանել մեր շահերը: Եթե խոսենք ապրիլյան պատերազմի և այդ ընթացքում մեր աշխատանքի մասին, կարող ենք ասել, որ մենք ավելի լավ դիրքերում ենք, քան Ադրբեջանը: Սա հուսադրող է»,- ասաց պատգամավորը:

Նրա խոսքով՝ ակնհայտ է, որ ռազմական բաղադրիչը գնալով իր տեղը զիջում է ազդեցության այլ բաղադրիչների՝ կիբեր հարձակումներին, տեղեկատվական-հոգեբանական գործոնին:

«Այս ամենն ավելի մեծ տեղ է սկսել գտնել հակամարտությունների ոլորտում, հետևաբար մենք պարտավոր ենք մեր գործընկերների հետ քննարկել այս հարցերը: Մենք ունենք տարբեր մոտեցումներ, օրենսդրական դաշտ եւ օրենսդրություն, սակայն այս երկխոսությունն անհրաժեշտ է: Տարբերություններ կան, սակայն սպառնալիքները շատ հաճախ միասնական են, հետեւաբար պարտավոր ենք մեր մոտեցումները ընդհանուր հայտարարի բերել»,- եզրափակեց Արման Սաղաթելյանը:
