Ամբողջ աշխարհին և միջազգային հանրությանը հայտնի է, թե ով է խափանել և շարունակում խափանել ղարաբաղյան հակամարտության խաղաղ կարգավորման բանակցային գործընթացը:

Այս մասին ասաց ՀՀ Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը` հակադարձելով Ադրբեջանի նախագահ Իլհամ ալիևի հայտարարությանը, թե Հայաստանը փորձում է խափանել բանակցային գործընթացը: 

«Սա հայտնի է ոչ միայն խոսքերով, այլ փաստերով: Ապրիլյան քառօրյա ագրեսիան, որը սանձազերծել էր ալիևյան հանցագործ ռեժիմը ընդդեմ Արցախի ազատատենչ ժողովրդի, վառ ապացույցն է, որ Ադրբեջանը և իր ղեկավարը խափանում են, խոչընդոտում են, վիժեցնում են բանակցային գործընթացը: Որովհետև պատերազմական գործողությունները ոչ միայն վերսկսելը, այլ անգամ դրա մասին ակնարկ անելը խոսում է մի բանի մասին, որ դա հակասում է հայտնի երեք սկզբունքներին:

Եվ ապրիլյան քառօրյա պատերազմը, և ադրբեջանական զինուժի վայրագությունները, և Ադրբեջանի ղեկավարի ոչ ադեկվատ հայտարարությունները, թե Երևանը իրենց տարածքն է, խոսում են այն մասին, որ, եթե կա մի երկիր, որը իր գործողություններով դեմ է գնացել միջազգային հանրությանը, դա Ադրբեջանն է` իր ղեկավարով հանդերձ»,- ասաց Շարմազանովը:

Նա հավելեց, որ Ադրբեջանի կառավարության նիստի ընթացքում իր ելույթում Իլհամ Ալիևը մի նախադասության մեջ ինքը իրեն հակասել է: 

«Խոսելով տարածքային ամբողջականության սկզբունքի, դրա բացարձակ կիրառելիության մասին և այն մասին, որ թույլ չի տա երկրորդ հայկական պետության ձևավորում, ինքը հակասում է իր այն հայտարարությանը, թե հայկական կողմն է խափանել բանակցությունները: «Կա երեք սկզբունք և ինքնորոշման իրավունքն այդ երեք սկզբունքներից մեկն է: Երբ կողմերից մեկը խոսում է բացառապես սկզբունքներից մեկի մասին` բացարձակ արհամարհելով և մերժելով մեկ այլ սկզբունք, սա խոսում է նրա մասին, որ բանակցությունները վիժեցնողը հենց այդ կողմն է»,- պարզաբանեց ՀՀ ԱԺ փոխնախագահը:

Հակադարձելով Իլհամ Ալիևի հայտարարությանը, թե թույլ չի տալու հայկական երկրորդ պետության ձևավորում` Շարմազանովն ընդգծեց, որ Ալիևը չէ, որ պետք է անկախություն շնորհի Արցախի ժողովրդին: 

«Արցախի ժողովուրդը հանրաքվեով փաստացի անկախություն ստացել է: Արցախը փաստացի անկախ պետություն է, և անհնար է խնդրի լուծումն առանց ինքնորոշման իրավունքի ամբողջական իրացման: Որքան շուտ ալիևը համակերպվի Արցախի անկախության հետ, որքան շուտ համակերպվի և ընդունի, որ ինքնորոշման իրավունքի ամբողջական իրավունքը սկզբունք է, որն ամրագրված է ՄԱԿ-ի կանոնադրությամբ և Մինսկի խմբի համանախագահների համար առանցքային սկզբունքներից մեկն է, այնքան ավելի լավ կլինի բանակցային գործընթացի համար: Որքան Ադրբեջանը մերժի սա, այնքան մենք կգնանք բանակցությունների տորպեդահարման և վիժեցման»,- եզրափակեց Շարմազանովը:
