Ընտանիքում բռնությունները բացառելու համար պետք է ունենալ համապատասխան օրենք: ՀՀ ԱԺ եվրոպական ինտեգրման հարցերի մշտական հանձնաժողովի նախաձեռնությամբ  հրավիրված «Ընտանեկան բռնության կանխարգելման եւ ընտանեկան բռնության ենթարկված անձանց պաշտպանության մասին» օրենքի նախագծի նախնական տարբերակի քննարկման վերաբերյալ խորհրդարանական լսումների շրջանակում այս մասին ասաց ՀՀ ոստիկանության քրեական հետախուզության գլխավոր վարչության երրորդ վարչության պետ, ոստիկանության գնդապետ Նելլի Դուրյանը:

«Պետք է գիտակցել, որ յուրաքանչյուր ընտանիքում գրեթե կա առնվազն մեկ երեխա, ով եթե նույնիսկ չի ենթարկվում ֆիզիկական, ապա հոգեբանական բռնության անպայման ենթարկվում է: Միգուցե օրենքում կա հստակեցումների կարիք, բայց կարծում եմ՝ դա զուտ տեխնիկական  հարց է: Շուրջ քսան տարի աշխատելով ընտանիքների, երեխաների հետ, չեմ ուզում աչք փակել այն հանգամանքի վրա, որ այո, ունենք ընտանիքում բռնություն: Պետք է  ամեն ինչ անել,  որպեսզի օգնենք  զոհերին, երեխաներին ու կանանց եւ ինչու չէ, նաեւ այն անձանց, ովքեր հենց իրենք են բռնություն գործադրում: Կարծում եմ՝ այս օրենքը հենց միտված է դրան»,-ասաց նա:

Նելլի Դուրյանը նաեւ ներկայացրեց Հայաստանում վերջին տարիներին գրանցված ընտանեկան բռնության դեպքերի ընդհանուր վիճակագրական տվյալները:

«Դեռեւս 2012 թվականի  12 ամիսների ընթացքում  արձանագրվել է ընտանեկան բռնության 728 դեպք, 2014-2015 թվականներին պատկերը գրեթե նույնն է եղել,  2016  թվականին այդ ցուցանիշը հասել է 756-ի: Եթե 2012  թվականին ամուսնու կողմից կնոջ նկատմամբ գրանցվել է  410  եւ կնոջ կողմից ամուսնու նկատմամբ՝  16  դեպք, ապա  2016 թվականի 12 ամիսների ընթացքում ցուցանիշները եղել են՝ կնոջ նկատմամբ ամուսնու կողմից 481 դեպք եւ ամուսնու նկատմամբ կնոջ կողմից 20 դեպք: Ծնողների կողմից զավակի նկատմամբ գրանցվել է 66 դեպք: 2017 թվականի 9 ամիսների ընթացքում քննվել է ընտանեկան բռնության 602 դեպք, որից  142-ի հիման վրա հարուցվել է քրեական գործ: 2016  թվականի 9 ամիսների ընթացքում այդ թիվը կազմել է 521, որից  97-ի հիման վրա է հարուցվել քրեական գործ: Իգական սեռի ներկայացուցիչների նկատմամբ բռնության դեպքերը 2017 թվականի 9 ամիսների ընթացքում  եղել են 1791-ը 2016  թվականի նույն ժամանակահատվածում գրանցված1875  դեպքերի դիմաց»,-ներկայացրեց Նելլի Դուրյանը՝ հավելելով, որ  2017 թվականի 9 ամիսների ընթացքում անչափահասի նկատմամբ գրանցվել է բռնության 146 դեպք, որից 52-ը՝ սեռական ազատության դեմ:
