ՀՀ կառավարությունը պատրաստվում է Ն.Բ.Հակոբյանի անվան ընդհանուր հիգիենայի և մասնագիտական հիվանդությունների գիտահետազոտական ինստիտուտը միացնել «Ակադեմիկոս Ս. Ավդալբեկյանի անվան առողջապահության ազգային ինստիտուտին: Այդ մասին որոշման նախագիծն ընդգրկված է կառավարության հոկտեմբերի 19-ի նիստի օրակարգում:

Ըստ հիմնավորման, վերջին տարիներին Ն.Բ.Հակոբյանի անվան ընդհանուր հիգիենայի և մասնագիտական հիվանդությունների գիտահետազոտական ինստիտուտի գործունեության արդյունավետության նվազում է նկատվում, որը պայմանավորված է կադրերի տարիքային բարձր ցենզով, շենքային   անհարմարավետ պայմաններով: Ինստիտուտի 2016 թվականի եկամուտը կազմել է 13 մլն 515 հազար դրամ, իսկ ծախսերը՝ 12 մլն 188 հազար դրամ, ըստ 2017 թվականի նախահաշվի՝ եկամուտները կազմել է 13 մլն 270 հազար դրամ, իսկ ծախսերը՝ 13 մլն 250 հազար դրամ:

Ակնկալվում է, որ միացման արդյունքում առավել նպատակային կդառնան գիտական, կլինիկական ու հիգիենիկ ոլորտներում իրականացվող հետազոտությունները, առավել ևս, որ ազգային ինստիտուտում տեղակայված են մի շարք կլինիկական բազաներ և լաբորատորիաներ, այդ թվում` մանրէաբանության և հիգիենայի լաբորատորիան, իրականացվելիք հետազոտությունները կլինեն առավել թիրախային և համապարփակ, կներառվեն ազգային ինստիտուտի տեղեկատվական վերլուծական կենտրոնի ռեսուրսները:

Նախատեսվում է կադրային երիտասարդացում` ի հաշիվ ազգային ինստիտուտի կադրային բազայի:
