Հայաստանում կա մի լրջագույն պրոբլեմ, որին մենք որոնում ենք տարիներ շարունակ, բայց այդպես էլ չենք գտնում: Պետական պաշտոնյաները, լուրջ դեմքով և պետության զարգացման տեսլականը հայացքներում ամփոփած, հավաքվում են, քննարկում, քննադատում, ալեկոծվում, մտահոգվում, բացահայտում՝ խրոխտ և արծվենի հայացքները եթերից ուղղելով համայն հայությանը՝ իբր որոնում են ճշմարտությունը և չեն գտնում:
Իբր կոտորվում են թալանչու ձեռքը կտրելու ցանկությունից, իբր ուշքումանիկ են լինում հասարակությանը իրազեկ պահելու մարմաջից, իբր այրվում են սոցիալական պետություն կառուցելու որոնումներից, բայց դեռ չեն կարողանում: Եվ այդ թատերական ներկայացումների վրա գիտե՞ք ինչքան փող է ծախսում պետությունը: Խոսենք փաստերով:
Այս տարվա բյուջեի նախագծով Մարդու իրավունքների պաշտպանի գրասենյակին հատկացվել է 249 մլն 927400 դրամ, իսկ Վերահսկիչ պալատին, օրինակ, անցած տարի հատկացվել է շուրջ 700 միլիոն դրամ:
Հրաշալի է: Ըստ օրենքի, ՄԻՊ-ի գրասենյակը և Վերահսկիչ պալատը անկախ մարմիններ են, որոնք պետք է հանդես գան ստուգումներով, իսկ չարաշահումներ բացահայտելու դեպքում դրանք պետք է ունենան իրավական հետևանքներ: Այո, այս կառույցները պետք է իշխանությունների հետ ունենան հակադիր դիրքորոշումներ, որովհետև ստուգում են հենց իշխանությունների չարաշահումները: Ինչ որ տեղ, գոնե առաջին հայացքից, այդ հակադրությունները երբեմն բավականին սուր բնույթ են ընդունում: Սակայն արդեն որերորդ տարին է' այս կառույցները հանդես են գալիս աղմկոտ բացահայտումներով, սակայն մեկ-երկու շաբաթով մամուլի թամաշայի առարկա դառնալուց բացի' այդ բացահայտումները իրավական, սոցիալական և քաղաքական հետևանքներ չեն առաջացնում: Անհետևանք թողնելով բազմաթիվ չարաշահումները' իշխանությունները դրդում են, որ մյուս գերատեսչությունները, որոնք պետք է զբաղվեն այդ բացահայտումներով, կաշկանդված լինեն իրենց դիրքորոշման շրջանակներում' արդեն իսկ վտանգելով օբյեկտիվ քննությունը:
Մինչդեռ այս ամբողջ թատերախաղն ու անիմաստ աղմուկը մեկ լուծում ունի: Պետությունը պետք է այս կառույցներից մի բան էլ առավել, կամ հենց նրանց փոխարեն, գումարը հատկացնի զանգվածային լրատվության միջոցներին...
Իսկ ինչու՞ ոչ: Տարիներ շարունակ, ՄԻՊ-ից ու ՎՊ-ից շատ, հենց մամուլն է աղմկում պետական կառավարման համակարգում առկա չարաշահումների դեմ: Եթե ՄԻՊ-ի և ՎՊ-ի պարագայում, որպես կանոն, միայն անպտուղ աղմուկ է լինում՝ մամուլի դեպքում գոնե երբեմն բարձրացված հիմնախնդիրները լուծում են ստանում: Հիմա արդյո՞ք արդար է՝ վերոնշյալ կառույցների համար ստեղծել կոմֆորտային պայմաններ, տրամադրել շքեղագույն գրասենյակներ և սահմանել բարձր աշխատավարձեր՝ անտեսելով նրանց հրապարակած աղաղակող փաստերը, իսկ մամուլը, որը նրանցից շատ և նրանցից շուտ է արձագանքում բոլոր երևույթներին, շարունակի իր գոյությունը քարշ տալ խղճուկ և գորշ պայմաններում...
Ի վերջո, հարկատուների գումարներով պետական մակարդակի թատրոններ պահելու փոխարեն մարդկանց ուղղակի թատրոնի տոմսեր բաժանեք:
Եթե նրանք այդ գումարներով աշխատեն մամուլի արդյունավետության գոնե 10 տոկոսի չափով՝ կդառնան երկրի ամենակայացած կառույցները: Թե չէ նույն գործառույթն են անում՝ մամուլից զգալիորեն քիչ ծավալով, բայց պետությունը նրանց պահում է ճոխության մեջ...
Այստեղ են ասել՝ ով «գազեր արձակի», ով գնա սանատորիա...
