Գործարար շահերի պաշտպանության ցանցը ներկայացրել է ազգային գործարար օրակարգի առաջնահերթությունները

Երևանում տեղի է ունեցել Գործարար շահերի պաշտպանության ցանցի կողմից մշակված Ազգային գործարար օրակարգի ներկայացումը։ Միջոցառման ընթացքում ներկայացվեցին Ազգային գործարար օրակարգի հետևյալ առաջնահերթությունները՝ ՓՄՁ քաղաքականության բարելավում, հարկային բարեփոխումներ, տեսչական բարեփոխումներ։

ՓՄՁ քաղաքականության բարելավման նպատակով որպես լուծում առաջարկվում է արդիականացնել ՓՄՁ դասակարգման չափանիշները, ներդնել ՓՄՁ ֆինանսավորման նոր չափանիշներ, պարզեցնել ՓՄՁ հանդիսացող իրավաբանական անձանց լուծարման գործընթացը։

Հարկային բարեփոխումների շարունակական իրականացման ուղղությամբ առաջարկվում է բարելավել եկամտային հարկի համակարգը, կիրառել հարկային եկամուտների բաշխման բարելավված մեխանիզմ, սահմանել արտոնություններ սկսնակ ՓՄՁ-ների համար։

Տեսչական բարեփոխումների համատեքստում Ազգային գործարար օրակարգը նախատեսում է ավարտին հասցնել տեսչական ստուգումների մասին նոր օրենսդրության մշակման աշխատանքները, ինչպես նաև տեսչական ստուգումների բողոքարկման գործընթացի կատարելագործում։

Բացի այդ, ներկայացվեց Ազգային գործարար օրակարգի գործընթացի լավագույն միջազգային փորձը, ինչպես նաև կատարվելիք աշխատանքները դիրքորոշման վերաբերյալ փաստաթղթերի մշակման և պետություն-մասնավոր հատված փոխշահավետ երկխոսության զարգացման ուղղությամբ։

Ազգային գործարար օրակարգը հանդիսանում է փաստաթուղթ, որը ներառում է գործարարությանը վերաբերող արդի խնդիրներ և առաջարկվող լուծումներ պետություն-մասնավոր հատված երկխոսության միջոցով։

Գործարար շահերի պաշտպանության ցանցը ոչ առևտրային կազմակերպությունների միավորում է, որի հիմնական նպատակն է համատեղ ուժերով աջակցել մասնավոր ձեռնարկատիրության զարգացմանը և բարեփոխումների իրականացմանը՝ պետական և մասնավոր հատվածների միջև արդյունավետ երկխոսության միջոցով։
