Ղարաբաղա-ադրբեջանական շփման գծում հրադադարի ռեժիմը խախտելով՝ Ադրբեջանը ցույց է տալիս, որ պատրաստ չէ հակամարտության խաղաղ կարգավորման կառուցողական բանակցությունների: ՀՀԿ ԳՄ նիստից հետո լրագրողների հետ հանդիպմանն այս մասին ասաց ՀՀԿ խոսնակ, Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը՝ անդրադառնալով հոկտեմբերի 19-ին հակառակորդի կողմից շփման գծում հրադադարի ռեժիմը խախտելու դեպքին, որի հետևանքով զինծառայող է զոհվել: 

«Դժբախտաբար, այս կրակոցով Ադրբեջանը ցույց տվեց իր գործի և խոսքի անհամապատասխանությունը: Սրանով իսկ նա ցույց տվեց, որ չի հարգում իր կողմից ընդունված միջազգային պարտավորությունները, որոնք մի քանի օր առաջ ընդունվել են Ժնևում և հայտարարվել համանախագահների և բանակցող կողմերի արտաքին գործերի նախարարության կողմից: Սա կրակոց էր ոչ միայն Հայաստանի, այլ նաև ժնևյան բանակցությունների դեմ»,- ընդգծեց Շարմազանովը: 

Նա հիշեցրեց, որ Ժնևում ընդունվել է համատեղ հայտարարություն և վերջին տարիների ընթացքում սա առաջին համատեղ հայտարարությունն է, որը ոչ միայն համանախագահների կողմից է ընդունվել, այլ նաև արտաքին գործերի նախարարների: 

«Այնտեղ և համանախագահ երկրները, և բանակցող կողմերը խաղաղ կարգավորման անհրաժեշտությունը ևս մեկ անգամ ֆիքսում են և փաստում են, որ պետք է իրականացնեն քայլեր  շփման գծում լարվածությունը թուլացնելու ուղղությամբ: Իսկ շփման գծում լարվածությունը թուլացնելը միայն ու միայն այն բովանդակային պայմանավորվածությունների իրականացումն է, որորնք ձեռք էին բերվել և հայտարարվել էին համանախագահների կողմից Վիեննայում և Սանկտ Պետերբուրգում»,- ընդգծեց ՀՀ ԱԺ փոխնախագահը:

Չնայած Ժնևում Հայաստանի և Ադրբեջանի նախագահների հանդիպումից հետո հայտարարվեց, որ կողմերը պայմանավորվածություն են ձեռք բերել շփման գծում լարվածությունը թուլացնելու ուղղությամբ հավելյալ քայլեր ձեռնարկելու մասին՝ hոկտեմբերի 19-ին՝ ժամը 15:50-ի սահմաններում, ՊԲ հյուսիսարևելյան ուղղությամբ տեղակայված զորամասերից մեկի պահպանության տեղամասում, հակառակորդի կողմից արձակված կրակոցից, մահացու հրազենային վիրավորում է ստացել ՊԲ զինծառայող, 1998թ. ծնված Տիգրան Արմենի Խաչատրյանը:
