 Ցանկացած պետություն ձգտում է տարբեր ուղղություններով արտաքին քաղաքականության ձեւավորմանը, այդ թվում՝ եւ՛ Հայաստանը, եւ՛ Ռուսաստանը, սակայն դա չպետք է բացասաբար անդրադառնա այն համագործակցության վրա, որը տվյալ պետությունը ստանձնել է անդամակցության միության մեջ: ԱՊՀ երկրների ինստիտուտի հայաստանյան մասնաճյուղի նախաձեռնությամբ կազմակերպված «Ինտեգրացիոն վեկտորները և անվտանգությունը. մարտահրավերներ և հնարավորություններ» թեմայով  քննարկմանն այս մասին ասաց ՌԴ գիտությունների ակադեմիայիարևելագիտության ինստիտուտի Կենտրոնական Ասիայի և Կովկասիհետազոտությունների կենտրոնի փորձագետ Անդրեյ Արեշեւը:

«Լավ է, որ ԵԱՏՄ անդամները փորձում են եվրոպացիների հետ բարիդրացիական հարաբերություններ հաստատել, սակայն դա չպետք է արվի ռուսաստանյան շահերի հաշվին: Ինտեգրացիոն գործընթացներն ունեն բազմաշերտ նշանակություն: Ժամանակակից աշխարհում չկան զուտ քաղաքական կամ տնտեսական միություններ: Դրանք սերտորեն փոխկապակցված են, ինչպես մենք տեսնում ենք Եվրասիական տնտեսական միության ու Եվրամիության դեպքում, որի հետ Հայաստանը պատրաստվում է համագործակցության մասին համաձայնագիր ստորագրել: Մենք գիտենք, որ տարվա սկզբից այդ փաստաթուղթը մշակվում է, եւ եթե ֆորսմաժորային իրավիճակ չլինի, ապա բրյուսելյան գագաթաժողովի ժամանակ այն կստորագրվի»,- ասաց ռուս փորձագետը: Անդրեյ Արեշեւը նշեց, որ համաձայնագրի տեքստին ծանոթացել են՝ եզրակացնելով, որ  այն չի հակասում Եվրասիական տնտեսական միության շրջանակում Հայաստանի կողմից ստանձնած պարտավորություններին:

«2013 թվականին թվում էր, որ Հայաստանն անսպասելի փոխեց իր ուղղությունը, չնայած դա այդքան էլ անսպասելի չէր, որովհետեւ բոլորս գիտենք, որ Հայաստանն այդ որոշումը կայացրեց իր անվտանգության խնդիրների լուծման համար, իսկ հիմա իրավիճակը միանգամայն այլ է, չկան առարկություններ Հայաստան-Եվրամիություն փաստաթղթի նկատմամբ»,-եզրափակեց փորձագետը:
