Հայաստանի պաշտպանության նախարարի առաջին տեղակալ Արտակ Զաքարյանը նշում է, որ զինվորական ծառայությունից խուսափած անձանց գումարի դիմաց քրեական պատասխանատվությունից ազատելու հնարավորություն տվող օրենքը ժամանակի ընթացքում վերածվել է բանակում ծառայելուց խուսափելու մեխանիզմի:

Ազգային ժողովում լրագրողների հետ զրույցում, անդրադառնալով  «Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» Հայաստանի Հանրապետության օրենքում փոփոխություն կատարելու մասին օրենքի նախագծին, որով մի խումբ պատգամավորներ առաջարկում են երկարաձգել օրենքի գործողության ժամկետը, Արտակ Զաքարյանն ասաց, որ նման օրենքները պետք է ծառայեն իրենց նպատակին: «Մեր սկզբունքային դիրքորոշումն այն է, որ նման օրենքները չպետք է ունենան սողանցքեր, որոնցից օգտվելով, հնարավոր կլինի անօրինական կերպով խուսափել զինվորական ծառայությունից»,- մանրամասնեց Զաքարյանը:

Ազգային ժողովի մի խումբ պատգամավորներ  առաջարկում են «Սահմանված կարգի խախտմամբ պարտադիր զինվորական ծառայություն չանցած քաղաքացիների մասին» Հայաստանի Հանրապետության օրենքի գործողության ժամկետը՝ հնարավորություն տալով ժամանակին զինվորական ծառայությունից խուսափած անձանց գումարի դիմաց ազատվել քրեական պատասխանատվությունից և վերադառնալ հայրենիք: ՀՀ պաշտպանության նախարարությունն Ազգային ժողովի պաշտպանության և ազգային անվտանգության հարցերի մշտական հանձնաժողովում օրենքի նախագծի քննարկման ժամանակ առաջարկել էր էականորեն բարձրացնել գումարի չափը, որի դիմաց զինծառայությունից խուսափած անձինք կկարողանան ազատվել քրեական պատասխանատվությունից՝ հասցնելով այն 9 միլիոն դրամի: ՊՆ-ի առաջարկի հետ կապված մի խումբ պատգամավորներ իրենց մտահոգությունն էին հայտնել: Հարցի քննարկումը հանձնաժողովում պետք է շարունակվեր նոյեմբերի 10-ին նշանակված նիստում, սակայն այն չկայացավ, քանի որ հանձնաժողովի անդամների մեծ մասը ներկա չէին և քվորում չապահովվեց:

Արտակ Զաքարյանը լրագրողներին հայտնեց, որ որոշ հարցերում վերանայել են իրենց դիրքորոշումը, սակայն դրանով իրենց մտահոգությունները չեն փարատվել:

Դիտարկմանը, թե ՊՆ-ն, փաստորեն, հրաժարվել է իր սկզբունքային դիրքորոշումից, Արտակ Զաքարյանը պատասխանեց. «Սկզբունքային չէր դիրքորոշումը: Դա մամուլն է ներկայացրել որպես ՊՆ-ի սկզբունքային դիրքորոշում, մենք ընդամենը ասել ենք, որ հարկավոր է բարձրացնել այդ չնչին վճարների չափը, որոնք իրականում նպաստում էին բանակում ծառայելուց խուսափելուն: Գումարն էլ պետք է խոչընդոտ հանդիսանա, որ մարդիկ չգնան ծառայությունից»:
