Եվրոպական միության խորհուրդը նոյեմբերի 13-ին կայացած նիստում էստոնացի դիվանագետ Թոիվո Կլաարին նշանակել է Հարավային Կովկասում և Վրաստանում ճգնաժամի հարցերով ԵՄ հատուկ ներկայացուցիչ: Այս մասին տեղեկացրին ԵՄ խորհրդի մամուլի ծառայությունի:

Հարավային Կովկասում ԵՄ հատուկ ներկայացուցչի հիմնական խնդիրն է օժանդակել տարածաշրջանում հակամարտությունների, մասնավորապես Վրաստանում ճգնաժամի և Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորմանը, ինչպես նաև խրախուսել տարածաշրջանային համագործակցությունը: Հատուկ ներկայացուցիչը նաև ԵՄ անունից համանախագահում ու մասնակցում է Վրաստանում 2008թ-ի հակամարտության հետևանքների վերաբերյալ ժնևյան միջազգային քննարկումներին:

Մինչ այս պաշտոնը զբաղեցնելը Թոիվո Կլաարը Արտաքին գործերի եվրոպական ծառայության Կենտրոնական Ասիայի բաժնի պետն էր, իսկ դրանից առաջ Վրաստանում ԵՄ մոնիթորինգային ծառայության ղեկավարը: Նա Արտաքին գործերի եվրոպական ծառայությունում և էստոնական դիվանագիտական կորպուսում երկարամյա աշխատանքային փորձով ավագ դիվանագետ է: Այս պաշտոնում Կլաարը փոխարինում է գերմանացի Հերբերտ Զալբերին, ով պաշտոնը զբաղեցրել էր 2014թ. հուլիսի 8-ից:

ԵՄ հատուկ ներկայացուցիչները կոչված են առաջ մղելու ԵՄ քաղաքականություններն ու շահերը որոշակի տարածաշրջաններում ու երկրներում, ինչպես նաև ԵՄ շահերի համար առանձնակի հետաքրքրություն ներկայացնող հարցերում: Նրանք ակտիվ դեր են խաղում խաղաղության, կայունության ու օրենքի գերակայության հաստատման հարցերում: Առաջին ԵՄ հատուկ ներկայացուցիչները նշանակվել են 1996թ-ին: Ներկայումս ԵՄ-ն ունի ութ հատուկ ներկայացուցիչներ, ովքեր աջակցում են Արտաքին գործերի և պաշտպանական քաղաքականության հարցերով ԵՄ բարձր ներկայացուցիչ Ֆեդերիկա Մոգերինիի գործունեությանը:
