Հայաստանի բարձրագույն կրթության համակարգում արմատական փոփոխություններ են նախատեսվում

Հայաստանի կրթության և գիտության նախարար Լևոն Մկրտչյանը գիտելիքահենք և կրթական ավելի օպտիմալ համակարգ ունենալու համար կարևորում է ծրագրային բյուջետավորումը: Ազգային ժողովում ՀՀ 2018թ. պետական բյուջեի նախագծի քննարկմանը Լևոն Մկրտչյանը նշեց, որ կառավարությունը երկար ճանապարհ անցնելուց հետո առաջիկա 1-2 տարիների ընթացքում փորձ է անելու բյուջեի տրամաբանությունը դնել ծրագրային հենքի վրա: «Երբ ես նշանակվեցի կրթության և գիտության նախարար, իմ հիմնական խնդիրն էր հասկանալ, թե ինչպես ենք մենք եղած միջոցները փոխանցելու ավելի օգտակար գործողությունների տիրույթ՝ կրթության ոլորտի բյուջեն ծրագրային հենքի վրա դնելու միջոցով»,- «Արմենպրես»-ի փոխանցմամբ՝ նշեց նա;

Նախարարի խոսքով՝ կրթության և գիտության ոլորտն այն դաշտն է, որն ուղիղ նպաստում է ՀՀ ինքնիշխանության և անկախության ամրապնդմանը, քանի որ ամբողջությամբ բաց հարթակ է: «Ես, օգտվելով առիթից, ցանկանում եմ շնորհակալություն հայտնել ոլորտի խնդիրներով մտահոգ բոլոր գործընկերներին՝ սկսած պատասխանատվություն կրող իշխանության ներկայացուցիչներից, մինչև ընդդիմություն: Կրթական համակարգի նկատմամբ  հատկապես վերջին տարիներին հնչած քննադատությունները, առաջարկները մտահոգ մարդկանց խոսքեր են եղել»,- ասաց Մկրտչյանը:

Նա տեղեկացրեց, որ առաջիկայում խորհրդարանի քննարկմանը կներկայացնեն «Բարձրագույն կրթության մասին» նոր օրենքը, որը ենթադրում է արմատական փոփոխություններ բարձրագույն կրթության ոլորտում: Լևոն Մկրտչյանն ընդգծեց, որ այդ հարցում ունեն նաև միջազգային գործընկերների աջակցությունը, ինչը հնարավորություն կտա առաջիկա տարիներին լուրջ բարեփոխումներ իրականացնել բարձրագույն կրթության ոլորտում:

Լևոն Մկրտչյանը նաև նշեց, որ առաջիկայում պետք է քննարկեն՝ հանդուրժելո՞ւ են, որ մոտ 87 հազար ուսանող ունեցող Հայաստանում գործի 67 բուհ: «Եթե մենք չենք հանդուրժելու սա, պետք է կարողանանք միասին ձևավորել գործունակ մեխանիզմ»,- շեշտեց նախարարը:
