ՄԱԿ Անվտանգության խորհուրդը ՄԱԿ-Քիմիական զենքի արգելման կազմակերպության Սիրիայում քիմիական զենքի կիրառման դեպքերի հետաքննության առաքելության աշխատանքի վերջին օրը չի կարողացել նրա մանդատը երկարացնել: Վերջին ամսում ԱԽ-ն այս հարցով 4 անհաջող փորձ է կատարել: Խորհրդի անդամների կարծիքները տարբերվել են ինչպես առաքելության հետագա գործունեության ձեւաչափի, այնպես էլ այն հարցում, թե ում պետք է մեղադրել նոյեմբերի 17-ին այս կառույցի փակման համար, փոխանցում է «ՌԻԱ Նովոստին»-ն:

Նոյեմբերի 16-ին Ռուսաստանն արգելափակել է մանդատի երկարացման բանաձեւի նախագիծը: Այս հարցով ռուսական փաստաթուղթը, որը նախօրեին նույնպես քվեարկության էր դրվել, անհրաժեշտ թվով ձայներ չի ստացել: Երբ ԱԽ-ն չի կարողացել փաստաթղթերից ոչ մեկն ընդունել, առաքելության աշխատանքը 30 օրով երկարացնելու նախաձեռնությամբ է հանդես եկել Ճապոնիան: Բանաձեւի ճապոնական նախագծի քննարկումները սկսվել են ուրբաթ առավոտյան, իսկ երեկոյան դրվել է քվեարկության: Նախագիծը ստացել է 12 կողմ ձայն, սակայն Ռուսաստանը որպես ՄԱԿ ԱԽ մշտական անդամ կիրառել է վետոյի իրավունքը:
