Փոքր, բայց կարևոր մի հանգամանք Հայաստանում ընթացող քաղաքական գործընթացներն ավելի լավ պատկերացնելու համար

Արդեն տրյուիզմ (բոլորին հայտնի ճշմարտություն) է այն, որ Հայաստանում քաղաքական և տնտեսական համակարգերը սերտաճած են, փոխպայմանավորող և փոխլրացնող: Երբ փորձում ես հասկանալ, թե ինչպես են այդ համակարգերը գտնում իրար և սերտաճում, ապա տեսնում ես, որ (սա շատ կարևոր է)... որ Հայաստանում տնտեսական մարդն է դառնում քաղաքական մարդ, ոչ թե հակառակը:

Ապացույցը՝ հանրապետական մի շարք օլիգարխ պատգամավորներ և այլ պաշտոնյաներ, ԲՀԿ-ի առաջնորդը: Այս օրինաչափությունը, որ Հայաստանում տնտեսական մարդն է դառնում քաղաքական մարդ, ճիշտ է միայն նրանց համար, ովքեր որոշիչ դեր ունեն տնտեսության և քաղաքականության մեջ, այլ ոչ թե՝ առհասարակ բոլորին: Այդ պատճառով, օրինակ, ՕԵԿ-ի և ՀՅԴ-ի վերնախավի վրա այս օրինաչափությունի չի տարածվում, քանի որ նրանք քաղաքականից են գնացել դեպի տնտեսական ոլորտ, բայց ոչ այնտեղ, ոչ էլ այնտեղ որոշիչ ձայն չունեն, որոշակի չափաբաժին ունեն, և վերջ:

Իսկ բոլոր նրանք, ովքեր քաղաքականության մեջ որոշիչ, ազդեցիկ նշանակություն ունեն, եկել են քաղաքական դաշտ տնտեսության ոլորտից, նրանք նախ եղել են տնտեսական, հետո միայն դարձել քաղաքական ակտորներ:

Ինչու՞ է սա կարևոր. ոչ թե այն պատճառով, որ մենք հասկանանք, որ նրանք գալիս են քաղաքականությունը՝ ապահովագրելու իրենց տնտեսական կապիտալը իշխանությունների կամայականություններից: Սա կարևոր է, որովհետև Հայաստանը փոքր երկիր է, ռեսուրսները քիչ են, այդ ռեսուրսների համար տարվել է կատաղի պայքար, և հիմա ձևավովել է տնտեսական կուռ համակարգ, որտեղ եղած ռեսուրսները բաշխված են յուրայինների մեջ: Այլ կերպ ասած, մերօրյա Հայաստանում մարդ չի կարող տնտեսության մեջ ազդեցիկ լինել՝ միաժամանակ դեմ լինելով այլ օլիգարխներին և իշխանություններին:

Իսկ նա նշանակում է, որ այդ կուռ և միասնական տնտեսական համակարգը ծնում է նույնքան կուռ և միասնական քաղաքական համակարգ, որովհետև Հայաստանում տնտեսական մարդն է դառնում քաղաքական մարդ:

Այսքանից հետո արդեն կարելի է անել առնվազն մեկ տխուր եզրակցություն: Միայն հուշեմ, որ համակարգը (լինի տնտեսական, քաղաքական կամ մեկ այլ) տարրերի այնպիսի փոխհարաբերություն է, որում ամեն ինչ տեղի է ունենում անհրաժեշտաբար և նպատակաուղղված...
