ԿԲ-ն կանխատեսում է գնաճի ավելացում, որը կկայունանա 4 տոկոս նպատակային մակարդակի վրա

Կենտրոնական բանկի չորրորդ եռամսյակի դրամավարկային քաղաքականության ծրագրերի համաձայն` Հայաստանում գնաճը կշարունակի ավելանալ` առաջիկա ամիսներին գտնվելով տատանումների թույլատրելի միջակայքում: Ինչպես «Արմենպրես»-ը տեղեկացավ ՀՀ կենտրոնական բանկի հաշվետվությունից, միջնաժամկետ հատվածում գնաճը կկայունանա 4 տոկոս նպատակային մակարդակի վրա: «12-ամսյա գնաճի վերականգնմանը հիմնականում նպաստելու են կարճաժամկետ հատվածում սպասվող մակրոտնտեսական միջավայրի դրական զարգացումները` պայմանավորված ԿԲ-ի իրականացրած խթանող դրամավարկային քաղաքականության դեռևս դրսևորվող ազդեցությամբ և արտաքին ու ՀՀ տնտեսություններում պահանջարկի վերականգնման ակնկալվող համեմատաբար բարձր տեմպերով: Այդուհանդերձ առաջիկայում անհրաժեշտ կլինի աստիճանաբար չեզոքացնել դրամավարկային խթանող պայմանները` միջնաժամկետ հատվածում գնաճի նպատակի իրագործման համար»,-ասված է հաշվետվությունում:

Գնաճի կարճաժամկետ կանխատեսումներում հաշվի են առնվել 2018 թվականից ակցիզային հարկի, ինչպես նաև մի շարք ապրանքների գծով մաքսատուրքերի դրույքաչափերի փոփոխության ազդեցությունները: Ինչպես տեղեկանում ենք հաշվետվությունից, ակցիզային հարկի մասով հիմնականում փոփոխություն կկրի սպիրտային խմիչքներ, ծխախոտ, բենզին, քսայուղեր, սեղմված բնական գազ ապրանքատեսակներից գանձվող ակցիզային հարկի դրույքաչափը: Բացի դիզելային վառելիքից, ակնկալվում է բոլոր ապրանքնատեսակների գծով ակցիզային հարկի դրույքաչափի աճ: Կենտրոնական բանկի մասնագետների կանխատեսումների ժամանակ հաշվի են առնվել մսամթերքի ու կարագի շուկաներում ձևավորված գնաճային ճնշումները, ենթադրվել է, որ այս ապրանքախմբերում գնաճային միտումները կշարունակվեն` պայմանավորված առաջարկի դանդաղ վերականգնմամբ:

Ինչ վերաբերում է ԵԱՏՄ անդամակցությամբ պայմանավորված մաքսատուրքերի դրույքաչափերի փոփոխությանը, ակնկալվում է սպառողական զամբյուղի շուրջ 30 անուն ապրանքատեսակների մասով մաքսատուրքերի դրույքաչափերի աճ, ինչի ընդհանուր ազդեցությունը գնաճի վրա գնահատվում է 0.4 տոկոսային կետ: Հարկ է նշել, որ ԵԱՏՄ շրջանակներում 2018 թվականից բարձրանալու են մոտ 200 ապրանքատեսակների մաքսատուրքերի դրույքաչափերը, որոնք ազդելու են ՀՀ սպառողական զամբյուղի շուրջ 30 անուն ապրանքատեսակի վրա:

Վերոնշյալ փոփոխությունների ուղղակի ազդեցությունը գնահատվում է 0.92 տոկոսային կետ: Ընդհանուր ազդեցությունը, ըստ ԿԲ-ի, կկազմի մինչև 1 տոկոսային կետ: Ըստ գնահատումների` 0.4 տոկոսային կետ ազդեցությունը սպասվում է 2018 թվականի առաջին եռամսյակում:
