ԵԽ նախարարների կոմիտեն Ադրբեջանի դեմ նախադեպը չունեցող դատական քննություն է հարուցել

Եվրոպայի խորհրդի նախարարների կոմիտեն դեկտեմբերի 5-ին հարուցել է նախադեպը չունեցող դատական քննություն Ադրբեջանի կողմից Մարդու իրավունքների եվրոպական դատարանի (ՄԻԵԴ) կայացրած վճիռը չկատարելու վերաբերյալ: Այս մասին հայտնել է ՀՀ Ազգային ժողովի փոխխոսնակ Արփինե Հովհաննիսյանը:

«Նախկինում որևէ պետության վերաբերյալ նախարարների կոմիտեն նման որոշում չի կայացրել: Հիշեցնեմ, որ գործը վերաբերում էր ադրբեջանցի հայտնի ընդդիմադիր Իլգար Մամեդովի ապօրինի դատապարտմանը: Սկսած 2014 թվականից և՛ նախարարների կոմիտեն, և՛ խորհրդարանական վեհաժողովը բազմիցս ընդունել են որոշումներ և բանաձևեր՝ կոչ անելով ադրբեջանական իշխանություններին ազատ արձակել Մամեդովին, սակայն ՄԻԵԴ վճռից երեք տարի անց էլ Մամեդովը շարունակում էր մնալ անազատության մեջ»,- ընդգծել է Հովհաննիսյանը:

Նա նշել է, որ առաջին անգամ Ադրբեջանի նկատմամբ այս աննախադեպ ներգործության միջոցը կիրառելու վերաբերյալ մտադրությունները հնչեցվել են այս աշնանը: «Ադրբեջանը զգուշացվել էր, որ եթե մինչև նոյեմբերի 29-ը չկատարի ՄԻԵԴ որոշումը, իր նկատմամբ կսկսվի քննություն ՄԻԵԴ Մեծ Պալատում, սակայն նույնիսկ բազմաթիվ զգուշացումների պարագայում ադրբեջանական իշխանությունները նախընտրեցին հնչեցնել կեղծ մեղադրանքներ, քան կատարել ՄԻԵԴ որոշումը»,- ասել է ԱԺ փոխխոսնակը:

ՄԻԵԴ-ը 2014 թվականի մայիսի 22-ին որոշում էր կայացրել այն մասին, որ ադրբեջանցի ընդդիմադիր գործիչ Իլգար Մամեդովի ձերբակալությունն ու կալանավորումը արդարացված չէ: Դատարանը պահանջել էր Ադրբեջանից ոչ միայն ազատ արձակել գործիչն, այլև վճարել նրան փոխհատուցում 22 հազար եվրոյի չափով: Մամեդովը մինչ օրս գտնվում է բանտում:
