Կառավարությունը 1 միլիարդ 289 միլիոն դրամ է հատկացրել ջրամատակարարման սակագնի թանկացման սուբսիդավորմանը

Հայաստանի կառավարությունը 1 միլիարդ 289 միլիոն դրամ է հատկացրել ջրային տնտեսության պետական կոմիտեին՝  ջրամատակարարման սակագնի թանկացումը սուբսիդավորելու համար: Ազգային ժողովում ՀՀ 2018թ. պետական բյուջեի նախագծի քննարկմանն այս մասին ասաց ՀՀ ֆինանսների նախարար Վարդան Արամյանը: «Դուք գիտեք, որ վերջերս հանրային ծառայությունները կարգավորող հանձնաժողովը հաստատեց ջրամատակարարման նոր սակագին, ինչի արդյունքում սակագինը թանկացավ 11.4 դրամով: Դրան հետևեց վարչապետի հայտարարությունը, որ կառավարությունը պետք է ջանքեր գործադրի, որ քաղաքացիներն այդ թանկացման բեռը չզգան»,-ընդգծեց Արամյանը:

Նա նշեց, որ սուբսիդավորումը իրականացվելու է փուլային տարբերակով: 2018թ. սուբսիդավորումը իրականացվելու է այնպես, որ ՀՀ բոլոր քաղաքացիները իրենց վրա չզգան թանկացման բեռը, իսկ 2019թ. թիրախավորվելու է սոցիալապես անապահով խավը: Վարդան Արամյանն ընդգծեց, որ 2019թ. պետք է հստակ կարգ սահմանվի, որպեսզի սոցիալապես անապահով խավի համար ջրամատակարարման սակագնի թանկացումը բեռ չլինի:

«Ծառուկյան» խմբակցության պատգամավոր Սերգեյ Բագրատյանը մտահոգություն հայտնեց, որ ջրամատակարարումն ապահովող մասնավոր ընկերության համար կարող է պրակտիկա դառնալ սակագինը թանկացնելը, երբ զգում են, որ կառավարությունը բյուջեից գումարներ է հատկացնում և սուբսիդավորում է այդ թանկացումը: «Մտավախություն չունե՞ք, որ նրանք հաջորդ տարի կարող են կրկին թանկացնել սակագինը՝ իմանալով, որ կառավարությունը սուբսիդավորելու է»,- հարցրեց պատգամավորը:

Վարդան Արամյանը վստահեցրեց, որ ջրամատակարարումն ապահովող մասնավոր ընկերությունը չի կարող հենց այնպես վերցնել և սակագին թանկացնել, քանի որ վարձակալության պայմանագրում շատ կոշտ ձևակերպումներով ամրագրված է, թե որ դեպքում ընկերությունը կարող է թանկացման հայտ ներկայացնել: «Ընդ որում, Հանրային ծառայությունները կարգավորող հանձնաժողովը խաղի կանոնները հստակ վերահսկողն է: Եթե թանկացման հայտում լինում են խաղի կանոնների շեղումներ, սակագինը, բնականաբար, չի հաստատվում»,- նշեց Արամյանը:

Նոյեմբերի 22-ին Հանրային ծառայությունները կարգավորող հանձնաժողովի նիստում քննարկվեց «Վեոլիա ջուր» փակ բաժնետիրական ընկերության կողմից խմելու ջրի մատակարարման և ջրահեռացման (կեղտաջրերի մաքրման) ծառայությունների մատուցման սակագները սահմանելու հայտը, որով առաջարկվում էր խմելու ջրի մատակարարման և ջրահեռացման ծառայությունների մատուցման ընդհանուր սակագին սահմանել 194.3 դրամ` գործող 180 դրամի փոխարեն: Մոնիթորինգի արդյունքներով և բոլոր հանգամանքների վերլուծությունների արդյունքում հանձնաժողովը որոշում է կայացրել խմելու ջրի մատակարարման և ջրահեռացման ծառայությունների մատուցման սակագինը գործող 180 դրամի փոխարեն սահմանել 191.4 դրամ:
