Վիեննայում կայացած ԵԱՀԿ նախարարական խորհրդի հանդիպման արդյունքում ԵԱՀԿ Մինսկի խմբի համանախագահող երկրների պատվիրակությունների ղեկավարները՝ Ռուսաստանի Դաշնության արտաքին գործերի նախարար Սերգեյ Լավրովը, ԱՄՆ պետքարտուղար Ռեքս Թիլերսոնը և Ֆրանսիայի մշտական ներկայացուցիչ Վերոնիկ Ռոժե-Լականը համատեղ հայտարարություն են ընդունել: Այս մասին տեղեկացրին ԵԱՀԿ մամուլի ծառայությունից:

Համանախագահող երկրների պատվիրակությունների ղեկավարները շեշտում են, որ Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորման միջնորդության հարցում ունեն միասնական հանձնառությունը, և որ հակամարտությունը պետք է կարգավորվի Հելսինկիի Եզրափակիչ ակտի առանցքային սկզբունքների հիման վրա, այդ թվում՝ ուժի և դրա սպառնալիքի չկիրառում, տարածքային ամբողջականություն և ժողովուրդների իրավահավասարություն ու ինքնորոշում: «Մենք վերահաստատում ենք մեր միասնական հանձնառությունը այս հակամարտության խաղաղ բանակցային կարգավորման հանդեպ՝ որպես տարածաշրջանի ժողովուրդներին իրական հաշտեցման բերելու միակ ճանապարհ:

Մենք ողջունում ենք Հայաստանի և Ադրբեջանի նախագահների միջև բարձր մակարդակի երկխոսության վերսկսումը հոկտեմբերի 16-ին Ժնևում՝ ԵԱՀԿ Մինսկի խմբի համանախագահների հովանու ներքո: Մենք մեր գոհունակությունն ենք արտահայտում ակտիվացած բանակցությունների կապակցությամբ և կոչ ենք անում կողմերին կենտրոնացնել իրենց ջանքերը քաղաքական կարգավորման բովանդակային հարցերին փոխզիջումային լուծումներ գտնելու ուղղությամբ: Հետագա դադարներն ավելի կբարդացնեն իրավիճակը և կարող են հարցականի տակ դնել տևական համաձայնության հասնելու կողմերի հանձնառությունը:

Հղում կատարելով շփման գծում լարվածության թուլացման հավելյալ միջոցներ նախաձեռնելու երկու նախագահների հանձնառությանը՝ կոչ ենք անում Բաքվին և Երևանին ընդունել ԵԱՀԿ գործող նախագահի անձնական ներկայացուցչի գոյություն ունեցող գրասենյակի ընդլայնումը: 2016թ-ի Վիեննայի և Սանկտ Պետերբուրգի գագաթնաժողովների ժամանակ ընդունված մյուս որոշումները ևս պետք է իրականացվեն: Մենք ողջունում ենք այն հանգամանքը, որ կողմերը դիտարկում են հայերի և ադրբեջանցիների միջև մարդկանց միջև վերականգնմանն համանախագահների համանախագահների առաջարկները և աջակցում ենք Կարմիր խաչի միջազգային կազմակերպության ջանքերին՝ ուղղված անհետ կորած անձանց վերաբերյալ տեղեկատվության փոխանակմանը: Կոչ ենք անում կողմերին զերծ մնալ այս կարևոր հումանիտար քայլերն անհարկի քաղաքականացնելուց:

Մեր երկրները պատրաստ են սերտորեն աշխատել կողմերի հետ՝ տեղական և խաղաղ կարգավորման հասնելու ուղղությամբ: Մենք հանձնարարել ենք մեր համանախագահներին շարունակել իրենց միջնորդական ջանքերը՝ առաջ մղելու կողմերին ներկայացված աշխատանքային առաջարկների փոխզիջումները, սակայն շեշտում ենք, որ Լեռնային Ղարաբաղի հակամարտությանը վերջ դնելու առաջնային պատասխանատվությունը մնում է Հայաստանի և Ադրբեջանի ղեկավարների վրա»,- նշված է ԵԱՀԿ Մինսկի խմբի համանախագահող երկրների պատվիրակությունների ղեկավարների հայտարարության մեջ:
