Միջգերատեսչական հանձնաժողովը կառավարությանը կներկայացնի 2017թ. արտակարգ իրավիճակների պատճառած վնասների տվյալները

ՀՀ արտակարգ իրավիճակների նախարարությունում դեկտեմբերի 25-ին կայացավ արտակարգ իրավիճակների հետևանքով ֆիզիկական և իրավաբանական անձանց պատճառված վնասները գնահատող հանրապետական հանձնաժողովի 3-րդ՝ հերթական նիստը: Հանձնաժողովը ստեղծվել է ՀՀ վարչապետի 2012թ. ապրիլի 10-ի N 325-Ա որոշմամբ: Նիստը վարեց հանձնաժողովի նախագահ, ՀՀ ԱԻ նախարար Դավիթ Տոնոյանը:

Ինչպես տեղեկացրին ԱԻՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, նիստին մասնակցում էին վերը նշված որոշմամբ հաստատված հանձնաժողովի կազմում ընդգրկված ՀՀ տարածքային կառավարման և զարգացման, գյուղատնտեսության, բնապահպանության, առողջապահության, էներգետիկ ենթակառուցվածքների և բնական պաշարների, մշակույթի, տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների, կրթության և գիտության, տնտեսական զարգացման և ներդրումների, աշխատանքի և սոցիալական հարցերի և ֆինանսների փոխնախարարները, ՀՀ կառավարությանն առընթեր պետական գույքի կառավարման վարչության, քաղաքացիական ավիացիայի գլխավոր վարչության, ազգային վիճակագրական ծառայության, քաղաքաշինության պետական կոմիտեի, անշարժ գույքի կադաստրի պետական կոմիտեի ներկայացուցիչները:

Նիստի ընթացքում միջգերատեսչական հանձնաժողովը քննարկեց արտակարգ իրավիճակների հետևանքով 2017թ.-ի ընթացքում ֆիզիկական և իրավաբանական անձանց պատճառված վնասների գնահատման ընդհանուր մեթոդաբանության մշակման անհրաժեշտությունը՝ հաշվի առնելով այն, որ որոշ բնական աղետների՝ մասնավորապես կարկտահարության, պատճառած վնասի գնատահման հարցում առկա են ոչ շոշափելի անհամաձայնություններ: Առաջարկություններ հնչեցին, որ հանձնաժողովի նիստերի ընթացքում համապատասխան մարմինների ներկայացուցիչները հանդես գան վնասի գանահտման մանրակրիտ զեկույցներով՝ գնահատման ողջ գործընթացի վերաբերյալ, ինչը հնարավորություն կտա խուսափել տարըմբռնումներից և ՀՀ կառավարությանը ներկայացնել ճշգրիտ վիճակագրական տվյալներ:

Որոշվեց, որ վնասի գնահատման ամբողջական տեղեկատվությունը պետք է փոխանցվի ոլորտային պատասխանատվություն ունեցող գերատեսչություններին, ինչը կարող է հնարավորություն ընձեռել դրանց փոխհատուցման կամ աջակցման հարցում ներգրավել նաև միջազգային ծրագրերը: Քննարկվեցին նաև գյուղատնտեսական ապահովագրման նոր մեխանիզմների ներդրման հնարավորությունները՝ հաշվի առնելով զարգացած պետությունների օրինակը աղետների ռիսկի նվազեցման ոլորտում: 
Միջգերատեսչական հանձնաժողովի հաջորդ նիստը կգումարվի 2018 թ. փետրվարին, որից հետո հանձնաժողովը ՀՀ կառավարությանը կներկայացնի 2017 թ. ԱԻ հետևանքով ֆիզիկական և իրավաբանական անձանց պատճառված վնասների գումարային չափի գնահատման տվյալները:
