Հավաքական անվտանգության պայմանագրի կազմակերպության խորհրդարանական վեհաժողովի (ՀԱՊԿ ԽՎ) խորհրդի նիստի շրջանակներում Հավաքական անվտանգության պայմանագրի կազմակերպության հավաքական անվտանգության խորհրդի նախագահ, Ռուսաստանի Դաշնության Նախագահ Վլադիմիր Պուտինը նոյեմբերի 6-ին Նովո-Օգարյովոյում ի թիվս ՀԱՊԿ խորհրդարանական վեհաժողովի խորհրդի անդամների ընդունել է նաև ՀԱՊԿ ԽՎ-ում ՀՀ Ազգային ժողովի պատվիրակութ յան ղեկավար, ՀՀ ԱԺ փոխնախագահ Էդուարդ Շարմազանովին: Պարոն Շարմազանովը հանդես է եկել ելույթով: Դիմելով ներկաներին՝ ԱԺ փոխնախագահը, մասնավորապես, նշել է, որ ՀԱՊԿ-ն իր պատասխանատվության գոտում կայունության և անվտանգության ապահովման համար հանդիսանում է առանցքային գործիք, որն անվտանգության սպառնալիքի առաջացման դեպքում կոչված է ապահովելու հավաքական պաշտպանություն՝ միևնույն ժամանակ նպատականերին հասն ելու հարցում առաջնահերթություն տալով քաղաքական, դիվանագիտական միջոցներին:

Էդուարդ Շարմազանովը նկատել է, որ խորհրդարանական վեհաժողովի հիմնական խնդիրն է հավաքական անվտանգության համակարգի ձևավորման և զարգացման հարցում ՀԱՊԿ անդամ պետությունների ջանքերի համակարգման ապահովմանը նպաստելը, ինչը հնարավոր է վեհաժողովի գործունեության կատարելագործման դեպքում, հատկապես այլ բազմակողմ կազմակերպություններում խորհրդարանականների մասնակցության առումով:

ՀԱՊԿ ԽՎ-ում ՀՀ ԱԺ պատվիրակության ղեկավարն ափսոսանքով նշել է, որ նման անհրաժեշտությունը պայմանավորված է նրանով, որ տարբեր միջազգային հարթակներում դաշնակիցների համար առանցքային նշանակություն ունեցող հարցերի առնչությամբ ՀԱՊԿ մի շարք գործընկերների դիրքորոշումը չի համապատասխանում ՀԱՊԿ-ի ոգուն, ինչպես նաև այն փաստաթղթերին, որոնք ընդունվել են կազմակերպության շրջանակներում: Նա հույս է հայտնել, որ անցյալում կմնան այն դեպքերը, երբ որոշ անդամ պետությունների խորհրդարանականները երբեմն չեն պաշտպանել ՀԱՊԿ իրենց դաշնակիցների դիրքորոշումը:

Էդուարդ Շարմազանովն անհրաժեշտ է համարել ուշադրությունը սևեռել այնպիսի առանցքային հարցերի վրա, ինչպիսիք են ՀԱՊԿ-ի և կազմակերպության անդամ պետությունների շահերից բխող հարցերում միասնական դիրքորոշման դրսևորումը, բազմակողմ հարթակներում համագործակցության հարցում դաշնակցային պարտավորությունների առաջնահերթություններից ելնելը, ինչպես նաև ստույգ որոշումների և հասցեական հայտարարությունների ընդունումը, որոնք բխում են ՀԱՊԿ անդամ պետությունների հավաքական հիմքի վրա անվտանգության ապահովման շահերից:
