«Կովկաս» ինստիտուտի տնօրեն Ալեքսանդր Իսկանդարյանը գտնում է, որ Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորմանն ուղղված բանակցություններն արդյունավետ չեն կարող լինել, եթե չի պահպանվում հրադադարի ռեժիմը:

Ալեքսանդր Իսկանդարյանը նման կարծիք հայտնեց «Լեռնային Ղարաբաղում խաղաղության հեռանկարները. տեղական և միջազգային տեսանկյուններ» խորագիրը կրող միջազգային գիտաժողովի ընթացքում: «Առաջին հերթին հարկավոր է դադարեցնել ատելության քարոզը: Այս ուղղությամբ պետք է լուրջ աշխատանք տանել: Կարծում եմ ԵԱՀԿ Մինսկի խմբի համանախագահներն էլ պետք է ճնշումն ավելացնեն, ինչը մենք որոշ չափով  տեսնում ենք: Կարծում եմ, որ 2017թ. հարաբերական անդորրը հենց դրա արդյունք էր»,- նշեց փորձագետը:

Նա շեշտեց, որ Ադրբեջանում պաշտոնական հակահայկական հռետորաբանությունը խորանում է։ Փորձագետը հիշեցրեց այդ երկրի նախագահ Իլհամ Ալիևի հայտարարությունը Երևանն ու Զանգեզուրը «վերադարձնելու» մասին: «Ադրբեջանը ակտիվացրել է Լեռնային Ղարաբաղ այցելած երրորդ երկրների քաղաքացիների, իր երկրի քաղաքացիների և լրագրողների նկատմամբ հետապնդումները։ Հայաստանում իրավիճակն այլ է։ Նախագահն ու արտաքին գործերի նախարարը հայտարարում են, որ Հայաստանը պատրաստ է շարունակել բանակցությունները»,- նշեց փորձագետը։

Նրա խոսքով՝ Ադրբեջանի գործողությունները բարդ է պատահական անվանելը։ Ալեքսանդր Իսկանդարյանը նշում է, որ Ադրբեջանը մտածված քաղաքականություն է իրականացնում՝ փորձելով շարունակել բանակցությունները և միաժամանակ ուժի օգնությամբ ճնշում գործադրել հայկական կողմի վրա։ «Միայն այդպես Ադրբեջանը կարող է Լեռնային Ղարաբաղի հակամարտության վրա հրավիրել միջազգային հանրության ուշադրությունը և ազդեցության որոշակի լծակներ ունենալ:  

Ալեքսանդր Իսկանդարյանն ընդգծեց, որ առաջիկա տարիներին ԼՂ հակամարտության գոտում իրավիճակը նույնը կմնա, կլինեն բանակցություններ, երբեմն շփման գծում սրացումներ կլինեն, իսկ միջազգային հանրությունը կշարունակի աշխատանքները հակամարտության խաղաղ կարգավորմանը հասնելու համար: Այնուամենայնիվ, նրա գնահատմամբ` անհավանական է, որ հակամարտությունը կարճ ժամանակահատվածում լուծում կստանա:

Փորձագետի գնահատմամբ բանակցությունները հեշտ չեն լինի, սակայն բանակցությունների այլընտրանքն էլ պատերազմն է:
