iLur.am-ը հարցազրույց է ունեցել ՀՀ առաջին նախագահ Լևոն Տեր-Պետրոսյանի հետ, որից մի հատված ներկայացնում ենք ստորև.
- Պարոն նախագահ, Մինսկի խմբի փաստացի անգործությունը, Եվրասիական Միության շրջանակներում Ղարաբաղի խնդրի անսպասելի արծարծումը և մանավանդ Ադրբեջանի կողմից զինադադարի հաճախացած խախտումները չափազանց մտահոգիչ վիճակ են ստեղծել Արցախի անվտանգության և ընդհանրապես Ղարաբաղյան կարգավորման հեռանկարի առումով։ Հայաստանի իշխանությունները, ջայլամի քաղաքականություն որդեգրելով, առայժմ որևէ բանական մեկնաբանությամբ հանդես չեն եկել այս ամենի վերաբերյալ։ Բայց շատերը նաև մեղադրում են ընդդիմությանն ու ոչ իշխանական քաղաքական ուժերին, որ վերջիններս նույնպես հավուր պատշաճի չեն արձագանքում նշված խնդիրներին։
- Զարգացումներն իսկապես մտահոգիչ են, բայց ընդդիմությունը կամ իշխանական համակարգից դուրս գտնվող որևէ ուժ, չտիրապետելով խնդրո առարկային առնչվող ողջ տեղեկատվությանը, չի կարող որևէ հիմնավոր կամ քիչ թե շատ համոզիչ կարծիք արտահայտել։ Կարելի է, իհարկե, լուրջ դեմք ընդունելով, ինչ-ինչ դատողություններ անել, բայց Ձեզ հայտնի պիտի լինի, որ քաղաքագիտական սպեկուլյացիաներն իմ ժանրը չեն, հետևաբար ես զերծ կմնամ դրանից։ Տեղեկատվությանը և Ղարաբաղյան խնդրի ներքին խութերին տիրապետում է բացառապես իշխանությունը, և առաջին հերթին հենց նրա պարտքն է հանդես գալ անհրաժեշտ մեկնաբանություններով։ Մինչդեռ, ինչպես Դուք նշեցիք, իշխանության պատկան մարմիններն առայժմ որևէ հոդաբաշխ բացատրություն չեն տվել հասարակությանը, ինչը ավելի մտահոգիչ է դարձնում իրավիճակը։
- Անհրաժեշտ մեկնաբանություններով հանդես չգալու թերացումից բացի, ինչո՞վ եք բացատրում հայկական կողմի ակնհայտ պասիվությունը շփման գծում Ադրբեջանի ձեռնարկած ինտենսիվ պրովոկացիաների հանդեպ, որոնք բացի տագնապ սերմանելուց, ուղեկցվում են ցավալի մարդկային կորուստներով, ինչպես զինվորականության, այնպես էլ քաղաքացիական անձանց շարքերում։
- Այո, ակնհայտ է, որ հայկական կողմի հակազդեցությունը բավականին զուսպ ու անհամարժեք է սահմանամերձ շրջաններում Ադրբեջանի ծավալած ռազմական ոտնձգությունների հանդեպ, ինչը, իմ կարծիքով, բացատրվում է հետևյալ հանգամանքով։ Հայկական կողմը զգուշանում է համարժեք պատասխան գործողություններից, նկատի ունենալով, որ դրանց հետևանքով իրավիճակը կարող է դուրս գալ վերահսկողությունից, և սահմանային փոխգնդակոծությունների ծավալումը կարող է հանգեցնել եթե ոչ անգամ պատերազմի, ապա առնվազն իրադրության առավել վտանգավոր սրման։ Մյուս կողմից, հայկական կողմի զսպվածությունը ավելի է լկտիացնում Ադրբեջանին, որը կարծես-թե ձգտում է առավելագույնս թեժացնել իրավիճակը սահմանային գոտում։ Հայաստանի իշխանություններն, ըստ այդմ, կանգնած են դժվարագույն դիլեմայի առջև, որի լուծումը ահռելի ջանքեր և բացառիկ քաղաքական հնարամտություն է պահանջում։
- Եթե գաղտնիք չէ, այդ առումով ի՞նչ խորհուրդ կտայիք իշխանություններին։
- Խորհուրդ տալը տվյալ պարագայում իմ կողմից անլրջություն կլիներ, որովհետև, ինչպես արդեն նշեցի, ես չեմ տիրապետում խնդրո առարկային առնչվող ողջ տեղեկատվությանը։ Կցանկանայի ավելացնել միայն, որ, իմ կարծիքով, Ադրբեջանի ներկայիս ագրեսիվ գործողությունները որոշ չափով կապված են մի կողմից' Եվրոասոցացման գործընթացի վիժեցումից հետո Հայաստանի նկատմամբ Արևմուտքի ցուցաբերած անվստահության, իսկ մյուս կողմից' Եվրասիական միության շրջանակում Հայաստանի դեռևս անհստակ կարգավիճակի հանգամանքի հետ:
