Ազգային ժողովի Հանրապետական խմբակցությունն այսօր խորհրդարանում շրջանառության մեջ է դրել Արփինե Հովհաննիսյանի, Վահրամ Բաղդասարյանի, Գևորգ Կոստանյանի, Անդրանիկ Հարությունյանի կողմից օրենսդրական նախաձեռնության կարգով ներկայացված «Ոստիկանության մասին» ՀՀ օրենքում փոփոխություն կատարելու մասին օրենքի նախագիծը, որով առաջարկում են բացառել ոստիկանի կողմից շարժական տեսանկարահանող սարքերը։

«Ինչպես հիշում եք, 2018թ. մարտի 3-ի Ազգային ժողովի պետական-իրավական և մարդու իրավունքների պաշտպանության հարցերի մշտական հանձնաժողովում բարձրաձայնվեց շարժական տեխնիկական միջոցներով ճանապարհային երթևեկության խախտումների արձանագրման փաստի հետ կապված մտահոգությունները և այդ ուղղությամբ օրենսդրական փոփոխությունների անհրաժեշտությունը։

Քննարկումների արդյունքում որոշվեց փոփոխություն կատարել «Ոստիկանության մասին» ՀՀ օրենքում և ընդհանրապես բացառել ճանապարհային ոստիկանության ծառայողի կողմից ճանապարհային անվտանգությունն ապահովելիս շարժական տեխնիկական սարքերով լուսանկարահանումը կամ տեսանկարահանումը:

Նախագծի հիմքում ընկած են բազմիցս բարձրաձայնված մտահոգություններ առ այն, որ կա խնդիր Սահմանադրությամբ ամրագրված անձնական կյանքի անձեռնմխելիության, անձնական տվյալների պաշտպանության պահանջների հետ, ինչպես նաև հաշվի առնելով այն հանգամանքը, որ ճանապարհային ոստիկանության ծառայողը չի ապահովում պատշաճ ծանուցումը։ Այլ կերպ ասած, այս կարգավորումը ավելի շատ հարցեր էր առաջացնում, քան պատասխաններ տալիս:
