ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանի մոտ տեղի է ունեցել աշխատանքային խորհրդակցություն, որի ժամանակ քննարկվել են 2018 թվականի ապրիլին տեղի ունեցած բողոքի ակցիաների ժամանակ արձանագրված բռնությունների դեպքերի առթիվ քննչական կոմիտեի վարույթում քննվող քրեական գործերը։

Խորհրակցությանը մասնակցել են ՀՀ ՔԿ նախագահի տեղակալ Արամ Թամազյանը, ՀՀ ոստիկանության պետի առաջին տեղակալ Արման Սարգսյանը, ՀՀ ՔԿ տարածքային քննչական վարչությունների գործունեության վերահսկողության գլխավոր վարչության պետ Թաթուլ Պետրոսյանը, Երևան քաղաքի քննչական վարչության պետ Ջոն Ֆարխոյանը, ոստիկանության Երևան քաղաքի վարչության պետ Սարգիս Մարտիրոսյանը, Արարատի մարզային քննչական վարչության պետ Գևորգ Սիմոնյանը։

Ինչպես տեղեկացրին ՀՀ քննչական կոմիտեից, ՀՀ ՔԿ տարածքային քննչական վարչությունների գործունեության վերահսկողության գլխավոր վարչության պետ Թ.Պետրոսյանը ներկայացրել է ՔԿ վարույթում գտնվող քրեական գործերով բազմակողմանի, օբյեկտիվ և լրիվ քննությունն ապահովելու նպատակով իրականացվող  միջոցառումները, նշել, որ յուրաքանչյուր քրեական գործի շրջանակներում քննության առարկա են դարձվել համացանցում առկա տեսագրությունները և հանձնարարություններ են տրվել ոստիկանության համապատասխան ստորաբաժանումներին ակտիվացնել օպերատիվ-որոնողական միջոցառումները՝ բռնությունների անմիջական մասնակիցներին հայտնաբերելու և վարույթն իրականացնող մարմնին ներկայացնելու ուղղությամբ։

Ներկայումս ՔԿ վարույթում քննվում է տարբեր հանցավոր դրսեւորումների առթիվ հարուցված   12 քրեական գործ, որից 7 քրեական գործով որպես մեղադրյալ է ներգրավվել 9 անձ (նրանցից մեկը գտնվում է հետախուզման մեջ), ևս 5 անձ ունի կասկածյալի կարգավիճակ։ 

ՀՀ ՔԿ նախագահը հանձնարարել է յուրաքանչյուր դեպքով ապահովել բոլոր հանգամանքների լիարժեք պարզաբանումը, մասնակից անձանց շրջանակների հստակեցումն ու գործողությունների անհատականացումը և դրանց արդյունքում ձեռք բերված ապացույցների համակցությամբ սեղմ ժամկետներում համարժեք քրեաիրավական գնահատական տալ ենթադրյալ հանցագործություն կատարած անձանց գործողություններին։ Էրեբունի վարչական շրջանի տարածքում, այդ թվում՝ դիմակավորված անձանց մասնակցությամբ տեղի ունեցած անկարգությունների դեպքի առթիվ Երևան քաղաքի քննչական վարչության վարույթում քննվող քրեական գործի նախաքննության արդյունավետությունը բարձրացնելու և քննությունն ավելի համակարգված կազմակերպելու նպատակով հանձնարարվեց ստեղծել համատեղ քննչական-օպերատիվ խումբ՝ ոստիկանության աշխատակիցների ներգրավմամբ։

Ա.Հովսեփյանն ընդգծել է նախաքննությունը ողջամիտ ժամկետներում իրականացնելու կարևորությունը և հանձնարարել բացահայտված դեպքերը հնարավորինս սեղմ ժամկետում մեղադրական եզրակացությամբ ուղարկել դատախազներին՝ դատարան ուղարկելու համար, ինչը լուրջ ազդակ կծառայի՝ հանրությանն այսօրինակ բռնությունների նկատմամբ անհանդուրժողական վերաբերմունքի և պատժի անխուսափելիության համար։
