Եթե պարզվի, որ գյուղատնտեսական ապրանքների շուկայում կա գնաճ ու այն արդարացված չէ, ապա շուկան վերահսկող մարմինները պետք է պատասխանատվություն կրեն: Այս մասին, այսօր՝ հունիսի 1-ին, կառավարության նիստից առաջ նշեց գյուղատնտեսության նախարար Արթուր Խաչատրյանը։

Դիտարկմանը, թե Սամվել Ալեքսանյանին պատկանող «Երևան Սիթի»-ում երեկվանից նկատվում է մսամթերքի ու գյուղատնտեսական ապրանքների գնաճ, Արթուր Խաչատրյանն ասաց, որ տեղյակ չէ դրանից. «Բայց վստահում եմ Ձեր խոսքին: Եթե այդպես է, ապա պետք է ուսումնասիրություն կատարել և եթե կա գնաճ, ապա պետք է պարզել՝ որքանով է այն արդարացված»:

Հիշեցնենք, որ մի քանի օր առաջ ԱԱԾ-ն ստուգումներ է իրականացրել «Երեւան Սիթի» սուպերմարկետների ցանցում։ ԱԱԾ-ն հայտարարել է, որ «բացահայտել է հարկերի վճարումից խուսափելու նպատակով հայաստանյան խոշորագույն տնտեսվարողների կողմից մշակված եւ տեւական ժամանակ կիրառված սխեմա (մեխանիզմ), որի իրագործման համար օգտագործվել են հարյուրավոր քաղաքացիների անվամբ հիմնադրված, փաստացի կեղծ ձեռնարկատիրություն իրականացնող ԱՁ-ներ»։

Ձեռք բերված նախնական տվյալներով պարզվել է, որ «Ալեքս Հոլդինգ» ՍՊ ընկերությունը, հանդիսանալով ԱԱՀ վճարող կազմակերպություն, դեռեւս 2016 թվականի վերջին, տեղական գյուղմթերքի գնաճ չառաջացնելու պատրվակով, համաձայնություն է ձեռք բերել ՀՀ ՊԵԿ նախկին ղեկավարության հետ` գյուղացիներից գնված գյուղմթերքի վաճառքը «Երեւան Սիթի» սուպերմարկետների ցանցից իրականացնել տարբեր անձանց անվամբ հիմնադրված ԱՁ-ներով, ինչը հնարավորություն է ընձեռել 20 տոկոս ԱԱՀ-ի եւ շահութահարկի փոխարեն վճարել ընդամենը 2 տոկոսի չափով շրջանառության հարկ»: Ըստ ԱԱԾ-ի, «այնուհետեւ, «Ալեքս Հոլդինգ» ՍՊ ընկերության ղեկավար կազմը, մինչեւ 2018թ. մայիս ամիսը ներառյալ ժամանակահատվածում, ինչպես իրենց ընկերության աշխատակիցների, այնպես էլ վերջիններիս ընտանիքների անդամների եւ ծանոթների անվամբ, հիմնականում նույն նոտարի մոտ, գրանցել են 461 ԱՁ-ներ, որոնք գործունեություն են ծավալել «Երեւան Սիթի» սուպերմարկետների ցանցում: Ընդ որում, դրանց մի մասը գրանցվել են առանց քաղաքացիների գիտության: Երբ ԱՁ-ների շրջանառությունը հասել է 115 մլն ՀՀ դրամի շեմին, գործունեությունը դադարեցվել կամ լուծարվել է, որից հետո օգտագործվել են նոր գրանցված այլ ԱՁ-ներ։

Նախնական հաշվարկի համաձայն` թվով 461 ԱՁ-ներով ընդհանուր վաճառքի շրջանառությունը կազմել է ավելի քան 40 միլիարդ դրամ, որից վճարվել է 2 տոկոս շրջանառության հարկ, այնինչ՝ օրինական գործունեություն ծավալելու դեպքում «Ալեքս Հոլդինգ» ՍՊ ընկերությունն այդ գումարից պետք է վճարեր 20 տոկոս ԱԱՀ եւ շահութահարկ»:
