Նախարար Պապիկյանը ներկայացրել է Արմավիրի նորանշանակ մարզպետին

Տարածքային կառավարման և զարգացման նախարար Սուրեն Պապիկյանն Արմավիրի մարզպետարանի աշխատակիցներին, հանրապետական գործադիր մարմինների տարածքային կառույցների ներկայացուցիչներին, համայնքների ղեկավարներին է ներկայացրել նորանշանակ մարզպետ Գագիկ Միրիջանյանին։

Ինչպես տեղեկացրին ՀՀ տարածքային կառավարման և զարգացման նախարարության հասարակայնության հետ կապերի բաժնից, ՏԿԶ նախարար Սուրեն Պապիկյանը, կարևորելով ինստիտուցիոնալ հիշողության անընդհատությունը`  շնորհակալություն է հայտնել նախկին մարզպետին ներկայության համար և շնորհավորել նորանշանակ մարզպետ Գագիկ Միրիջանյանին պաշտոնում նշանակվելու կապակցությամբ՝ նրան մաղթելով համայնքի ղեկավարների, ուժային կառույցների, գործադիր իշխանության հետ համագործակցված բեղուն և արգասաբեր աշխատանք։ Խոսելով իրական ժողովրդավարության հասնելու ճանապարհին մարզային և համայնքային իշխանությունների առաքելության մասին՝ նախարարը ներկաներին է փոխանցել նոր կառավարության հիմնական ուղերձը, համաձայն որի` տարածքային և տեղական իշխանությունների համար, որպես գործունեության հիմնական ուղեգիծ, պետք է հանդես գա   իրավական և ժողովրդավարական պետություն ունենալը։  

Այս գործընթացում, որպես օրենքի պաշտպան և օրենքի կատարմանը հետևող, նախարարն առանցքային է համարել ուժային կառույցների անաչառ և բացառապես օրենքի շրջանակներում գործելու կարևորությունը՝ նրանց որակելով որպես ուժեղ պետության գրավական։ Դիմելով տեղական իշխանության ներկայացուցիչներին՝ նախարար Պապիկյանը նրանց հորդորել է դրսևորել բացառապես բաց և թափանցիկ գործելաոճ, իրենց օրինական աշխատանքով թոթափել հանրության և իշխանության միջև ձևավորված անջրպետը, համայնքի բնակչության համար հասանելի պահել համայնքային բյուջեի, համայնքներին տրվող դոտացիաների, սեփական միջոցների վերաբերյալ տեղեկատվությունը։

Նախարարը ներկաներին է ծանոթացրել ՏԿԶ նախարարության կողմից մշակվող օտարման ենթակա հողային և գույքային ֆոնդի տարեկան պլանի վերաբերյալ միասնական տեղեկատվական առցանց հարթակի գաղափարին, ինչը հնարավորություն կտա համայնքային ռեսուրսների օտարման գործընթացը կազմակերպել բացառապես համայնքային և հանրության շահերից ելնելով՝ կանխելով գույքի կամայական և ոչ նպատակային օտարումը։ 

Սուրեն Պապիկյանը հիշեցրել է նաև մարզպետներին տրված վարչապետի հանձնարարականի մասին, որով յուրաքանչյուր մարզ պետք է ամենատարբեր ոլորտների զարգացմանն ուղղված բիզնես- ծրագրերի փաթեթներ ունենա, որոնք տրամադրվելու են նաև հայրենիքից դուրս գտնվող, սակայն Հայաստանում ներդրումներ կատարելու ցանկություն ունեցող մեր հայրենակիցներին։ 

Նորանշանակ մարզպետ Գագիկ Միրիջանյանը, շնորհակալություն հայտնելով ՀՀ կառավարությանը իր հանդեպ դրսևորած բարձր վստահության համար,  նշել է, որ լինելու են բաց, գործելու են բացառապես օրենքի շրջանակներում և անելու են առավելագույն հնարավորը՝ արմավիրցիների կյանքն ավելի բարեկեցիկ դարձնելու համար։
