ՀՀ քննչական կոմիտեի Կոտայքի մարզային քննչական վարչության Նաիրիի քննչական բաժնում քննվող քրեական գործով տվյալներ են ստացվել առ այն, որ «Արմօյլ» ՓԲ ընկերությանը նավթավերամշակման գործարանի կառուցման համար թույլտվություն տալուն խոչընդոտ հանդիսացող քաղաքաշինական փաստաթղթերում Եղվարդ համայնքի պաշտոնատար անձանց կողմից ակնհայտ կեղծ տեղեկություններ են մտցվել՝ նշված ընկերությանը թույլատրելով Եղվարդի Նատի թաղամասում կառուցել նշված գործարանը։ Այս մասինտ եղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Մասնավորապես՝ 2015 թվականի նոյեմբերի 20-ին Եղվարդի համայնքի ղեկավարի թիվ 399 որոշմամբ «Արմօյլ» ՓԲ ընկերությանը տրամադրվել է ճարտարապետահատակագծային առաջադրանք՝ ընկերությանը պատկանող հողատարածքում արտադրական և օժանդակ շինություններ կառուցելու վերաբերյալ, իսկ նույն տարվա նոյեմբերի 30-ին տրվել է թիվ 26 նախագծման թույլտվությունը, որտեղ կառուցման ենթակա շինությունները գնահատվել են որպես 3-րդ կատեգորիայի ռիսկայնության աստիճան ունեցող օբյեկտ։ Քննությամբ պարզվել է, որ նույն փաստաթղթի, այն է՝ թիվ 26 նախագծման թույլտվության մեկ այլ օրինակում կառուցվող շինության ռիսկայնությունը դասվել է «4-րդ կատեգորիայի»։ Բացի այդ, ոչ ճիշտ տեղեկություններ են հայտնաբերվել կառուցման ենթակա շինության իրական ծավալների վերաբերյալ, որպիսի պայմաններում նավթավերամշակման գործարան կառուցելու թույլտվություն է տրամադրվել առանց շրջակա միջավայրի վրա ազդեցության գնահատման ու փորձաքննության։

ՀՀ ՔԿ Կոտայքի մարզային քննչական վարչության Նաիրիի քննչական բաժնում կատարվում են մեծածավալ քննչական գործողություններ՝ չարաշահումների բազմակողմանի քննությունն ապահովելու, կեղծիքներ թույլ տված պաշտոնատար անձանց շրջանակը հստակեցնելու և նրանցից յուրաքանչյուրի գործողություններին համարժեք քրեաիրավական գնահատական տալու ուղղությամբ։ 

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
