ՀՀ արդարադատության նախարար Արտակ Զեյնալյանը  ՀՀ ԱՆ քրեակատարողական ծառայության նորանշանակ պետ Արտյոմ Մխոյանին հանձնարարել է միջոցներ ձեռնարկել կառավարության որոշմամբ սահմանված քրեակատարողական հիմնարկներում ներքին կանոնակարգի պահանջները խստորեն պահպանելու ուղղությամբ` բացառելով ալկոհոլային խմիչքների և թմրանյութերի օգտագործումը, կալանավորված և ազատազրկված անձանց կողմից մոլեխաղերով, ինչպես նաև նյութական կամ այլ շահ ստանալու նպատակով թույլատրելի խաղերով զբաղվելը և սահմանել շուրջօրյա խիստ վերահսկողություն: 

Արտակ Զեյնալյանը իր ֆեյբուքյան էջում գրել է, որ Հելսինկյան քաղաքացիական ասամբլեայի Վանաձորի գրասենյակի նախագահ Արթուր Սաքունցն օրերս իր ֆեյսբուքյան էջում բարձրաձայնել էր ՀՀ ԱՆ քրեակատարողական հիմնարկների հետ կապված իր մտահոգությունները՝ կապված «այսպես կոչված խաղերի հետևանքով կրված գումարների վճարման հետ կապված պահանջներին, դրա հետևանքով ազատազրկված անձանց դեմ գործադրվող ճնշումներին...», զուգահեռ մեկնաբանություններում ներկայացրել նաև «Սևան» ՔԿՀ-ում տեղի ունեցած ինքնասպանության փորձի միջադեպը՝ որպես խաղից պարտված գումարի պատճառի հետևանք:

«Այս կապակցությամբ տեղեկացնեմ, որ ծառայության պետ Ա. Մխոյանի կողմից անձնակազմին տրվել են համապատասխան հրահանգներ, մշակվում են ծրագրեր իմ կողմից տրված հանձնարարականը հնարավորինս արագ և անթերի իրականացնելու, ինչպես նաև հիմնարկներում առկա քրեական ենթամշակույթը վերացնելու ուղղությամբ: 
Ինչ վերաբերում է «Սևան» ՔԿՀ-ում դատապարտյալի ինքնասպանության փորձին, ապա նշեմ, որ այն հիմնարկի աշխատակիցների միջամտությամբ կանխվել է: Փաստի կապակցությամբ նախապատրաստվել են նյութեր, նշանակվել է դատաբժշկական փորձաքննություն: Տեղի ունեցածի վերաբերյալ եզրակացություն անել հնարավոր կլինի միայն նախապատրաստված նյութերի արդյունքներն ուսումնասիրելով: 
Չժխտելով քրեակատարողական հիմնարկներում պարոն Սաքունցի կողմից բարձրաձայնված և բազմաթիվ այլ խնդիրների առկայությունը՝ ևս մեկ անգամ հայտարարում եմ, որ ոլորտում համակարգային բարեփոխումների իրականացումը հրատապ է և խիստ անհրաժեշտ: Ես հետևողական եմ լինելու բարձրաձայնված այս դեպքի բազմակողմանի, լրիվ և օբյեկտիվ քննությանը ու վճռական եմ՝ առկա արատավոր երևույթները արմատախիլ անելու հարցում»,- գրել է Զեյնալյանը:
