ՀՀ տնտեսական զարգացման և ներդրումների նախարար Արծվիկ Մինասյանը հուլիսի 4-ին ընդունել է Արժույթի միջազգային հիմնադրամի (ԱՄՀ) պատվիրակությանը՝ հիմնադրամի ֆինանսական հարցերի վարչության հարկային քաղաքականության բաժնի ավագ տնտեսագետ Մարտին Գրոտի գլխավորությամբ։

Հանդիպմանը մասնակցել են Հայաստանում ԱՄՀ մշտական ներկայացուցիչ Յուլիա Ուստյուգովան, ՀՀ տնտեսական զարգացման նախարարի տեղակալներ Ալբերտ Բաբայանը և Ավագ Ավանեսյանը, ԱՄՀ և նախարարության պատասխանատու աշխատակիցներ։

Ինչպես տեղեկացրին ՀՀ տնտեսական զարգացման և ներդրումների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից,  Արծվիկ Մինասյանը ողջունել է հյուրերին՝ նշելով, որ չափազանց կարևորում է  ԱՄՀ հետ արդյունավետ փոխգործակցությունը։

Նախարարը տեղեկացրել է ԱՄՀ գործընկերներին, որ հարկային խնդիրները գտնվում են Հայաստանի կառավարության ուշադրության կենտրոնում և ընդգծել, որ նախարարությունը պատասխանատվություն է կրում բարենպաստ գործարար միջավայրի ապահովման համար։ Նախարարն ասել է, որ չնայած Հարկային նոր օրենսգիրքը երկար տարիների աշխատանքի արդյունք է, սակայն շատ խնդիրներ բաց են մնացել և կարիք կա այն վերանայելու, ինչը նաև ՓՄՁ սուբյեկտների տեսակետն է։ Նա հավելել, որ ՓՄՁ-ների խնդիրը ներկայում չափազանց սուր է դրված և ներկայացրել հարցերի մի խումբ, որոնք սերտորեն առնչվում են փոքր և միջին ձեռնարկատիրության գործունեությանը։ Նախարարը մասնավորապես անդրադարձել է հանրային սննդի, հանգստի և գինեգործության ոլորտների խնդիրներին, նաև շեշտել, որ Հայաստանում, տարածաշրջանի երկրների համեմատությամբ,  հարկատեսակները շատ են։ Ամփոփելով խոսքը, Արծվիկ Մինասյանը արձանագրել է, որ հարկային քաղաքականությունը պետք է լինի ճկուն, տրամաբանական ու հաշվի առնի բիզնեսի բոլոր շերտերի առանձնահատկությունները։

Արծվիկ Մինասյանը հույս է հայտնել, որ ներկայացված խնդիրների առնչությամբ ԱՄՀ կողմից կլինի ամբողջական աջակցություն և կտրվեն հետաքրքիր առաջարկներ։

Մարտին Գրոտը նույնպես ընդգծել է նախարարության հետ համագործակցության կարևորությունը։ Նախարարի կողմից ներկայացված հարցերի վերաբերյալ ԱՄՀ պաշտոնյան նշել է, որ իրենք կհամագործակցեն նաև այլ շահագրգիռ մարմինների հետ՝ ամբողջությամբ հասկանալու խնդիրները և պատրաստակամություն է հայտնել օգնել «տպավորիչ, պատասխանատու և կայուն քաղաքականություն մշակելուն»։ Անդրադառնալով մի շարք այլ խնդիրների, այդ թվում գույքահարկի համակարգի ներդրման անհրաժեշտությանը,  Մարտին Գրոտը որպես հաջողության գրավական կարևորել է հարկային քաղաքականության կայունությունը, նաև առաջարկել տնտեսական քաղաքականության վերանայումը իրականացնել միջազգային փորձի կիրառմամբ։
