Երևանի նոր քաղաքապետը պետք է ընտրվի ոչ ուշ, քան մեկամսյա ժամկետում․ քաղաքապետի արտահերթ ընտրությունների կարգը

Երեւանի քաղաքապետ Տարոն Մարգարյանը հրաժարական է ներկայացրել, ինչի մասին նա տեղեկացրել է երեւանցիներին հղված ուղերձում: Ներկայացնում ենք քաղաքապետի արտահերթ ընտրությունների անցկացման կարգը։

«Երևան քաղաքում տեղական ինքնակառավարման մասին» ՀՀ օրենքի Հոդված 46-ի համաձայն՝ քաղաքապետի արտահերթ ընտրություններն անցկացվում են քաղաքապետի պաշտոնը թափուր մնալուց հետո ավագանու սահմանած ժամկետում, սակայն ոչ ուշ, քան մեկամսյա ժամկետում:  Քաղաքապետի արտահերթ ընտրություններն անցկացվում են քաղաքապետի ընտրությունների համար սահմանված կարգով:

Նույն հոդվածի 2-րդ կետով սահմանվում է, որ արտահերթ ընտրությունների ժամանակ քաղաքապետի թեկնածուներ առաջադրելու իրավունքը պատկանում է ավագանու խմբակցություններին:

Արտահերթ ընտրություններն անցկացվում են սույն օրենքի 44-րդ հոդվածի 4-6-րդ  մասերով սահմանված կարգով, այսինքն՝ քվեարկում են ավագանու անդամները։ Քվեարկությունն անցկացվում է քվեաթերթիկների միջոցով, որում ընդգրկվում են առաջադրված բոլոր թեկնածուները: Ավագանու յուրաքանչյուր անդամ ունի մեկ ձայնի իրավունք: Եթե առաջադրվել է մեկ թեկնածու, ապա վերջինս ընտրվում է քաղաքապետ, եթե նրա օգտին կողմ քվեարկած ձայները ավելի են դեմ քվեարկած ձայների թվից եւ ավելի են ավագանու անդամների ընդհանուր թվի 40 տոկոսից:

Հոդված 47-ը սահմանում է, որ քաղաքապետն իր լիազորությունները ստանձնում է իր ընտրվելուց հետո` երրորդ օրացուցային օրը, ավագանու` օրենքի ուժով հրավիրված նիստում Երեւանի բնակիչներին տրված երդմամբ:

Երևանի քաղաքապետ Տարոն Մարգարյանը հրաժարական է տվել հուլիսի 9-ին։ Վերջին շաբաթների ընթացքում Երեւանի քաղաքապետարանի մոտ անցկացվում էին բողոքի ակցիաներ՝ քաղաքապետի հրաժարականի պահանջով:

Երեւանում ավագանու վերջին ընտրությունն անցկացվել է 2017 թվականի մայիսին: Առավելագույն ձայներով Տարոն Մարգարյանը դարձել էր Երեւանի քաղաքապետ:

Տարոն Մարգարյանը 2005թ. ընտրվել է Երևան քաղաքի Ավան համայնքի ղեկավար: 2008թ. վերընտրվել է Երևան քաղաքի Ավան համայնքի ղեկավարի պաշտոնում: 2009թ. մայիսի 31-ին ընտրվել է Երևանի ավագանու անդամ: 2009թ. հուլիսի 7-ին միաձայն ընտրվել է Երևանի քաղաքապետի առաջին տեղակալ: 2011թ. նոյեմբերի 15-ին Երևան քաղաքի ավագանու կողմից ընտրվել է Երևանի քաղաքապետ: 2013թ. մայիսի 5-ին և 2017թ. մայիսի 14-ին կայացած Երևանի ավագանու ընտրությունների արդյունքներով վերընտրվել է Երևանի քաղաքապետ:
