Ղազախստանում ուժի մեջ մտավ առաջին նախագահի՝ ԱԽ-ն ցմահ գլխավորելու իրավունքի մասին օրենքը

Ուժի մեջ Է մտել «Ղազախստանի Հանրապետության Անվտանգության խոհրդի մասին» օրենքը, որտեղ ամրագրվում Է հանրապետության առաջին նախագահ Նուրսուլթան Նազարբաեւի իրավունքը ցմահ գլխավորելու երկրի Անվտանգության խորհուրդը (ԱԽ):

Ինչպես տեղեկացնում Է «Արմենպրես»-ը, փաստաթուղը հրապարակվել Է հուլիսի 12-ին «Կազախստանսկայա պրավդա» հանրապետական թերթում՝ Նազարբաեւի՝ հուլիսի 5-ի ստորագրությամբ եւ մտնում Է ուժի մեջ դրա առաջին պաշտոնական հրապարակման օրվանից: Օրենքի համաձայն՝ սահմանվում Է, որ «Ղազախստանի Հանրապետության առաջին նախագահին ՝ Ելբասիին (ազգի առաջնորդին – ծանոթ. խմբ.) Է պատկանում Անվտանգության խորհուրդը որպես նախագահ գլխավորելու իրավունքը՝ նրա պատմական առաքելության պատճառով: Ղազախստանի Սահմանադրական դատարանը հունիսի 28-ին, քննարկելով Նազարբաեւի դիմումը «Ղազախստանի Հանրապետության Անվտանգության խորհրդի մասին» օրենքի՝ երկրի Սահմանդարության համապատասխանության մասին՝ այն ճանաչել Է հանրապետության հիմնական օրենքին համապատասխան: Օրենքում Անվտանգության խորհրդն օժտվում Է սահմանադրական համակարգող մարմնի կարգավիճակով: Նախկինում այն խորհրդակցական մարմին Էր:

Փաստաթուղթը սահմանում Է Անվտանգության խորհրդի իրավական կարգավիճակը, իրավասությունը եւ գործունեության կազմակերպումը: Փաստաթղթի համաձայն՝ Անվանգության խորհուրդը կհամակարգի միասնական պետական քաղաքականությունն ազգային անվտանգության եւ Ղազախստանի պաշտպանունակության ապահովման ոլորտում՝ ներքաղաքական կայունության պահպանման, սահմանադրական կարգի, պետական անկախության, տարածքային ամբողջականության եւ միջազգային ասպարեզում ազգային շահերի պաշտպանության նպատակով, հաղորդել Է ՏԱՍՍ-ը:
