Լոռու մարզի դատախազության նախաձեռնությամբ մարզի սոցիալական աջակցության ոլորտում բացահայտված դեպքերի կապակցությամբ մարզային քննչական վարչությունում քննվող քրեական գործի նախաքննության ընթացքում կատարված մեծածավալ քննչական և այլ դատավարական գործողությունների արդյունքում ձեռք են բերվել առերևույթ չարաշահումների մասին փաստական տվյալներ:

Ինչպես տեղեկացրին ՀՀ դատախազության հանրային կապերի բաժնից, պարզվել է, որ Ստեփանավանի սոցիալական ծառայության տարածքային գործակալության թվով 5 աշխատակիցներ, օգտագործելով իրենց պաշտոնեական դիրքը, սկսած 2007թ.-ից, տարբեր ժամանակահատվածներում, մինչև 2018թ. հունիս ամիսը, առանց մի շարք քաղաքացիների գիտության, Ստեփանավանի տարածքային գործակալության համակարգչային բազայում կեղծ տեղեկություններ են մտցրել նրանց սոցիալապես անապահովության վերաբերյալ և ապօրինի ձևակերպել ընտանեկան նպաստներ:

Նրանք այդ գումարները նպաստառուների ցուցակներում հաշվառված նույն անձանց հանձնելու պատրվակով, նրանց անունների դիմաց ստորագրելով, «Հայփոստ» ՓԲԸ տվյալ տարածքներն սպասարկող բաժանմունքների փոստատարներից անձամբ ստացել և այդ կերպ խարդախության եղանակով հափշտակել են առանձնապես խոշոր չափերի գումար: Քննության այս փուլի դրությամբ ձեռք բերված տվյալներն առերևույթ վկայում են, որ 2007թ.-ից մինչև 2018թ. հունիս ամիսն ընկած ժամանակահատվածում Ստեփանավանի տարածքային գործակալությունում ապօրինի հաշվառվել են հարյուրավոր կեղծ նպաստառուներ:

Նրանց անվամբ ձևակերպված նպաստի գումարները տևական ժամանակահատվածում՝ յուրաքանչյուր ամիս «Հայփոստ» ՓԲԸ փոստային բաժանմունքի աշխատակիցների միջոցով փոխանցվել են գործակալության աշխատակիցներին:Թեև նախաքննության սկզբնական փուլում ամբողջությամբ վերականգնվել էր պետությանը պատճառված շուրջ 15 մլն ՀՀ դրամի չափով վնասը, սակայն արդեն իսկ ակնհայտ է դարձել, որ վերը հիշատակված փաստական տվյալների առկայության պայմաններում պետությանը պատճառված վնասի չափը զգալիորեն գերազանցում է քրեական գործի հարուցման հիմքում դրված չափին:

Քննությամբ ի հայտ եկող նոր հանգամանքների բերումով, պետությանը պատճառված վնասի չափն անընդհատ աճի միտում ունի, ինչը վերջնական կճշգրտվի և կներկայացվի քննության ավարտական արդյունքներով: 2018թ. հուլիսի 19-ին ՀՀ քրեական օրենսգրքին 178-րդ հոդվածի 3-րդ մասի 1-ին կետով և 325-րդ հոդվածի 2-րդ մասով նախատեսված հանցավոր արարքները կատարելու մեջ անմիջականորեն ծագած կասկածանքի հիման վրա ձերբակալվել են ՀՀ Լոռու մարզպետարանի Ստեփանավանի սոցիալական ծառայությունների տարածքային գործակալության թվով 4 աշխատակիցները:

Նախաքննությունը շարունակվում է: Ձեռնարկվում են անհրաժեշտ քննչական և այլ դատավարական գործողություններ՝ կոռուպցիոն սխեմայում ներգրավված իրավասու անձանց ամբողջական շրջանակը պարզելու, նրանց արարքին իրավական գնահատական տալու, ինչպես նաև պետությանը պատճառված վերջնական վնասի չափը ճշտելու ուղղությամբ:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
