Կոտայքի մարզում բավականին անհասկանալի իրավիճակ է ստեղծվել, իսկ այդ անհեթեթ իրավիճակի ստեղծողն ու պատասխանատուն Կոտայքի մարզպետն է:
Նա կարծես չի հասկացել «երկրում իրավիճակ է փոխվել» արտահայտության իրական իմաստը և թե դա ինչ է նշանակում: 
Վերոնշյալ մարզպետը փորձում է հարցերը լուծել վախի մթնոլորտ ստեղծելով, իսկ թե ինչ է դա նշանակում, պարզաբանեմ: Եթե նախքան հեղափոխությունը պաշտոնյանները սպառնալիքի միջոցով էին իրենց հարցերը լուծում, հիմա խնդրի էությունը կարծես փոխվել է, բայց մեթոդներն ու ձևերը կարծես նույննէ մնացել: 
Մասնավորապես, Կոտայքի մարզպետը մարզի համայնքի ղեկավարներին ստիպում է թողնել իրենց պաշտոնները, սպառնալով ԱԱԾ-ով և այլ ուժային կառույցներով: Սակայն մարզպետը կարծես մոռացել է, որ համայնքի ղեկավարներին ընտրում է ժողովուրդը և նրանց հանել կամ նշանակելու գործում ինքը որևէ դերակատարում չի կարող ունենալ, առավել ևս երբ դա փորձում է անել վախի մթնոլորտ տարածելով: Նոր Հայաստանի համար սա իհարկե աբսուրդային իրավիճակ է, և այդ գիտակցումը պետք է ունենա նաև, ըստ լուրերի, աղանդավորական կազմակերպության անդամ Ռոմանոս Պետրոսյանը:
Նրան պետք է երևի գլխի գցել, որ նման կերպ չի կարող շարունակել աշխատել և որ համայնքապետարանների գործերին խառնվելու փոխարեն , ավելի լավ կլինի զբաղվի այն գործերով, որոնք գտնվում են իր իրավասության ներքո:
